| STATE GOVT’s ASSESSMENT ON TROOP REDUCTION IS REALLY BAD: PDP | | | Srinagar,May 25 The PDP leadership feels amazed and disturbed over the reports suggesting that the state Government had conveyed to the committee constituted by Prime Minister,Dr Manmohan Singh,that it was not feasible to carry out reduction of troops in Jammu and Kashmir. Reports emanating from Delhi said that the views of the state Government were conveyed at a meeting presided over by the Defence Secretary,Mr Shekhar Dutt. The meeting expert panel was convened to review the situation with reference to the demand of th PDP,which shares power with the Congress,that troops be woithdrawn from areas where the level of militancy related violence had declined.The committee members were informed that since infiltration had increased withdrawal of security forces was not feasible and that too when political activities in Kashmir had gained tempo in recent weeks. General secretary of the PDP,Mr Nizam-ud-Din Bhat,said that “we have demanded withdrawal of troops from the civilian areas as part of the confidence building measures.”He said if the reports indicating that the state Government had reservation in accepting “our demand” it was “really bad.”He said had not the security scenario improved various mainstream political parties would have not been able to step up their political activities. The PDP leader said that the assessment of the state Government could prejudice the recommendations of the expert panel.He said that “we had raised the demand for cut in the strength of the deployment of troops in the interest of people. We do not have any ulterior motives which we want to make clear to the opponents of troop reduction.” He said that in fact the issue of withdrawal of troops had been discussed at the highest political level in Delhi where the PDP patron Mufti Mohd.Sayeed had been able to convince those who matter in the centre about the desirability and need for reducing the number of troops.He said the PDP expected an objective assessment of the security situation by the panel of experts and it will be unfair if their decision was influenced by the state Government. Mr Bhat said that the issue should be kept open so that it is subjected to periodical review adding that once the panel of experts submit their recommendations to the centre the final decision should be based on political inputs from the state.He indicated that withdrawal of troops could jhave a healthy impact on the ongoing India-Pakistan dialogue process and confidence building measures.
