| Puri asks Govt. to consider his formula for balanced growth of regions | | | Jammu May 25 Having campaigned for regional identities in Jammu and Kashmir, the and worked for harmonizing their interests and aspirations’, Balraj Puri Director Institute of Jammu and Kashmir observed that ‘the decision of the state government to appoint a Finance Commission is rather inadequate to achieve the professed objective of balanced growth of the regions”. ‘Without an objective formula to guide the commission for allocation of funds’, he said, ‘its work might be influenced by arbitrary and subjective considerations’. In this context, he urged the government to consider his formula which he had evolved after thorough discussions with leading economist of the country and studying ground realities as working Chairman of the officially appointed Regional Autonomy Committee. It consisted of eight indices which included population, area, road mileage in proportion to the area, share in government services and admissions to higher educational female literacy, infant mortality and contribution the to state exchequer, he added. In a handout, he said, he was no averse to any modification of the formula on the basis of general consensus to be arrived at after a public debate over it.
