J&K cannot bear luxury of fresh Assembly poll | | | When the other day Governor, N.N.Vohra, invited the BJP and the PDP for dishing out a proposal on the formation of the Government in Jammu and Kashmir he has fulfilled his constitutional obligation. And the letters Vohra has sent to the PDP, that has won 28 seats in the Assembly, and to the BJP, that has bagged 25 seats, is in accordance with the constitutional provisions. Since the recent Assembly poll had thrown up a hung House it was naturally mandatory for Vohra to invite opinion or proposal on Government formation from the one that has emerged as the single largest party and from the one that has bagged the second highest seats in the Assembly. Vohra has set the ball rolling for a viable government formation by asking the single largest party, Peoples Democratic Party (PDP), and the close runner-up, Bharatiya Janata Party (BJP), to come up with their proposals to form the government in Jammu and Kashmir by January1.The Governor has sent two separate letters inviting the PDP and BJP to come out with their respective ideas of forming the next government. The deadline set for them is almost a week away. In fact Vohra does not want the state of Jammu and Kashmir to remain in a political flux though he has asked Omar Abdullah to carry on as caretaker Chief Minister till the new Government is formed. As head of the caretaker Government Omar Abdullah’s role seems to be curtailed. He can neither taken any decision on vital issues concerning the state, nor can he direct any bureaucrat to finish some task. It was evident from the way he posed a question to the police if it can take any action against one PDP MLA, who had taken a gun salute while celebrating his victory in the election and that too by having defeated Omar Abdullah from Sonawar constituency. It seems that as head of the caretaker Government Omar has no constitutional right to order the police to file a case against the PDP MLA. Over three months have been wasted on holding and preparing for the Assembly election during that period no major development plan could be cleared for execution because of the model code of conduct. Hence to make up for the loss the state has to get a Government, a Government, whether of a single party or a coalition rule, that can deliver to the satisfaction of people of the state. During the last six years good governance remained a casualty because of poor performance by the NC-Congress coalition Government. In the context of the ideological conflict between the BJP and the PDP and between the BJP and the National Conference formation of a coalition Government is not as easy as it was in 2002 or in 2008.In 2002 the Congress opted for power sharing with the PDP and in 2008 the Congress opted for an alliance with the National Conference. But the Government has to be formed in Jammu and Kashmir. As a result of prolonged Pakistan sponsored proxy war in Jammu and Kashmir, which resulted in devastation of the infrastructure and death on a massive scale the state needs a stable and strong Government. Jammu and Kashmir cannot bear the luxury of going for fresh elections in case the Government formation efforts proved a failure. The BJP has to make a compromise in case it decides to share power with the PDP. The PDP has to make a compromise in case it wants to share power either with the NC or with the PDP. But the state needs a Government that can run all the affairs of the state to the satisfaction of people in Jammu and Kashmir. And even the Governor’s rule is no option because such an experiment may nullify the efforts of people who had come out in large numbers for casting their votes.
