The internet services
in India have been of
fered by Videsh Sanchar Nigam Limited (VSNL) since August 1995. Initially these services were offered from the four metros of India viz, Delhi, Mumbai, Kolkata, Chennai and found in excellent demand. Later on these services were offered from 42 nodes of the department of Telecommunications and VSNL to meet the increased demand by the year 1998. The internet sector is the fastest growing segment of telecommunications in India and VSNL has ripled the number of internet accounts since September 1997 when was 150,000 to over 50,000 accounts today. According to the informal policy VSNL was allowed to operate from 6 gateways nodes and nodes in remaining cities of India were operated by the department of telecommunications. In the processes of establishment of 42 nodes VSNL set up six points of international connectivity which is provided over diverse media of optical fiber cable system e.g flag. Sea-me-we 2 in connection with optical biber system around the globe on November 6, 1998 Government of India unveiled a new policy. The policy permits unlimited number of Internet players no license fees for the first five years. The measure drawback of this is that there is no surety that no anti competitive practices are indulged in by any of the operators particularly those responsible for providing infrastructure facilities. The measure of this ISP (Internet Service Provider) policy is the opening of ISP market which will bring in new players over the next three to six months with some of the most remote corners of India being connected on Internet and base if Internet services expanding exponentially. The decrease in the price of multimedia PC's internets for corporate networking, streaming video and audio residential use are expected to drive the internet growth in India.
Now the most innovate and critical requirement for the expansions of access lines is 1:10 or more i.e Every million people in a city require 1,00,000 lines which can be fulfilled in India by the department of Telecommunications that too to some extent. Thus the requirement & quality of access lines is limiting factor for growth of internet. In India about 800 cities are having STD, ISD facility which offers a high potential for growth of Internet services but is likely to level to the loading of India trunk networks.
Thus a national backbone can be provided only by private operators in addition to those provided by the department Telecommunications and VSNL. Further it is desired that VSNL, which has already major infrastructural facilities in the country can be allowed to operate as national exchange point for the multiple ISP's operation in the country.
Now I shall say that the six gateways operated by VSNL provide a hand width our 80 mbps- adequate for meeting India's requirement. India is also well connected with optical fiber system like flag (15gbps per fiber) sea-me-we 3 (10gbps per fiber) etc. It is to be mentioned that today VSNL has over 350 leased lined circuits operation for internet services and can be increased to accommodate all the new ISP's requiring connectivity via VSNL. Now it is clear that internet growth not growth in number of user's, websites or customer's but it depends on increase in band width hungry applications too. There has ten times increase in the average message travelling over networks today than it was years ago. VSNL has fulfilled country's requirement for the next five years through its acquisition of capacity in flag, sea-me-we-3. Another factor which will be critical to ISP's in India for selecting between cable on satellite connectivity would b e in the performance of internet traffic over satellite circuits. The Geostationary satellite have a minimum round trip latency of 500 miliseconds and take too miliseconds or more framing delays Recognizing the importance of providing low latency times, mass internet users are now moving to all fiber circuits. Most ISP carriers guarantee a delay of less that 150 milliseconds to end liltency UUNET guarantees less than 150 milliseconds end to end latency while as ANX guarantees less than 125 milliseconds end to end latency. AT&T world connect guarantees less than 100 milliseconds latency on its backbone for service provider certification.
There are also other limitations for an independent satellite gateway which may be setup by an ISP because these provide Just single point connectivity out of the country. The ISP will in no case try to connect to national backbone for enabling access to their user's spread all over India and for the exchange of inter IDP traffic in India.
After this discussion it is clear that in India the stage is set up for rapid growth of internet but this growth is critically dependent on how some of the factors like requirements for access lines and national backbone connectivity are addressed and its is certain that the introduction of ISP will open a path for multifold growth in internet services in India.
