| And now Director ISM aims on the employees association through his dictatorial verdict | | | Sanjay Khajuria Jammu May 26 Dr Kabir Director ISM J&K has issued a ‘dictatorial’ verdict from his palace to choke voices for the welfare of the employees and tighten the noose against seven employees, representing organizations / associations, to abstain from their activities (to represent their cases to the health ministry) and ordered to plead their case through proper channel that is with his consent. A huge poster pasted on the right pillar of the Government Ayurvedic Hospital Jammu at Shalamar Road attracts people in curiosity but to their surprise they get shock after going through the hard lines / Taliban dictates to the employees and office bearers of the said associations. The controversies that started since the day Dr Kabir was catapulted into the chair of the Directorship despite the fact being the junior most in the department who was confirmed as medical specialist in late 2002. Now contradicting the Government order No 321-HME of 2007 dtd 27/04/07 which stated where as the final seniority list of medical officers of ISM (Unani/Ayurvedic) was issued vide Govt order No 664-hme-of 2005 dtd 07/12/05 but with more appointments and retirements in Gazetted cadre of ISM System, the Health and Medical Education Department Government of Jammu and Kashmir incorporating the new names and deleting the names of retired persons issued a tentative seniority list. Taking s strong dig upon the criticism lobbed from various ISM employees organizations namely Medical Officers (ISM) Welfare Forum J&K; Medical Officers Association (Congress); All Jammu and Kashmir Ayurvedic Congress; J&K Unanai (Tibbia) Welfare Association Srinagar; J&K Homeopathic Doctors Association Kashmir; All Indigenous Medicine Organization and Joint Action Committee (Medical Officer's ISM J&K), the said director adopting a dictatorial approach but referring to a past circular declared all of them unrecognized/unauthorized associations. Gagging the vice of democratic rights of the ISM employees and freedom of speech under constitution of India, the person in chair clearly threatened the employees associated with these association saying 'as such office bearers of such unrecognized associations/unions/action committees are advised to desist from making any correspondence with the Govt/Print/Electronic Media in future.' While for Dr Kabir who refereeing an order from 2005 dictated these seven Ayurvedic/Unani employees representing organizations has blacklisted and described them ‘Unauthorized’, the above said Government Order specifically mentioned that ‘Joint Action Committee of Medical Officers (ISM) Welfare Forum’ for their role in getting incorporation of names of Jr Medical Officers in the seniority list and their names too have been included in the tentative list at appropriate places. Worth to mention here that following this dictatorial order a strong resentment is brewing among the ISM medicos who have finally decided to pitch battle against the Director ISM Dr Abdul Kabir for his dictatorial attitude. Although the row for his rampant favouritism and nepotism has yet not seized he had landed himself in another controversy. The All Jammu and Kashmir Ayurvedic Congress representing All India Ayurvedic Congress state president Dr H N Patwari in his press statement has expressed his resentment over the said notice and described it against democratic rights of the employees.
