Vohra to ensure good governance

Though a large section of people feel dis
mayed over the failure of the mainstream
political parties in forging an alliance for formation of a Government in Jammu and Kashmir that resulted in the imposition of Governor's rule they seem to feel satisfied with,the first day activities of N. N.Vohra. Vohra has given a clear indication of his plan on meaning business.
Being a former senior bureaucrat and having a varied experience Vohra is the last man to feel satisfied if he simply believes that as constitutional head he has to safeguard the constitution in the state.No it is not his trait and his capacity to rock the administrative machinery out of its prolonged slumber has been tested in 2008 when the state was placed under a brief spell of Governor's rule following PDP's withdrawal of support to the Government,headed by Ghulam Nabi Azad.
At that stage the state had been ravaged by the row over the diversion diversion of land to the Amarnath Shrine Board for construction of facilities for the pilgrims at Baltal and Vohra displayed his genius and administrative capability for maintaining law and order when the state had experienced regional conflict and passions,the valley opposed to land diversion,and those in the region of Jammu supporting transfer of land to the Shrine Board. Had there been a civil regime in the state it would not have been able to handle the sensitive situation and Vohra has rightly earned the credit for initiating measures which prevented the state from witnessing bloodshed.
And unexpectedly Governor Vohra was seen visiting the civil secretariat on Saturday, hours after he had assumed all the functions of the executive and the legislative in the state after the state was placed under the Governor's rule on Friday.Though on Saturdays the civil secretariat remains closed but on Saturday the secretariat premises bristled with life when the Governor chaired a meeting of administrative secretaries.
It was not a meeting where the participants had engaged themselves in conversation over frivolous issues.In fact Vohra had set the schedule for the administrative secretaries when he told them that they should adopt the culture of punctuality and performance.He directed the Government officials to redress the grievances of people.
He wanted the secretaries to listen to the problems of people and initiate steps for mitigating their difficulties. And rightly he laid emphasis on governance thereby suggesting to them to clear all pending cases.The Governor also held separate discussions with BR Sharma, Principal Secretary, Planning and Development, and BB Vyas, Principal Secretary, Finance, and reviewed all major issues related to the current Annual Plan, formulation of the Annual Plan 2015-16, budgetary issues, payment of wages to casual employees and other matters related to fiscal management. The state is experiencing financial stringency and Vohra is supposed to take up this issue with the central Government so that Jammu and Kashmir receives a special financial package.
Since Vohra has spent about six years in the state as Governor he is in know of the subtleties of the security scenario in Jammu and Kashmir and on the very first day he held a detailed discussion on the issue with the police Chief,K. Rajendra Kumar,who had called on Vohra in the civil secretariat.Vohra is understood to have suggested to Kumar to ensure that his prioprity was to maintain law and order. People need to realize difference in the levelk of governance during the six-year NC-Congress rule and the on during the Governor's rule.Vohra is aware of the fact that the present arrangement is going to be a t emporary affair but he should take in hand steps that could ensure implementation of various development projects which had not been completed on time.It would be a feather in his cap if he is able to initiate measures for providing jobs to educated youth and in this case he needs to discuss the issue with the central Government.
Now that the power generation in the state had declined by about 50 per cent owing to drop in water level Vohra would be remembered for years if he is able to negotiate with the national power grid for allowing Jammu and Kashmir to draw additional electricity which could prevent people from facing lot of inconvenience owing to prolonged power outages.It would be a wise step if Vohra does not remain confined to the Raj Bhawan and to the civil secretariat and instead visit farflung areas where he could have on the spot assessment of the difficulties and problems being faced by people. Various areas in the state, particularly in the Kashmir valley,were recently ravaged by the floods in which 300 people lost their lives and the basic private and Government infrastructure was damaged.His task as Governor is to ensure that the central Government relief is received on time by those who deserve it without the involvement of the middlemen.Let Vohra ensure that the state witnesses a corrupt free environment during the time he heads the Government.
