Groupism or Trap: Was Shaily Singh deputed by IG Jammu?
Bhaderwah encounter exposes lack of coordination among police agencies
5/31/2007 11:57:36 PM

Jammu, May 31
Was Bhaderwah encounter, which took life of a senior police officer, outcome of groupism prevailing in the police department or a trap laid down by the Lashker-e-Toiba militants? While these questions are still hunting the defence analysts, another shocking revelation has surfaced revealing that the slain police officer was deputed by Inspector of General Jammu Zone to Bhaderwah for conducting the l operation.
Highly placed sources in one of the premier intelligence agency revealed that the information about the presence of Lashker-e-Toiba militants, including its commander Abu Moosa, in Bhaderwah was developed by IG Jammu Dr SP Vaid.
"Instead of passing on the information to his subordinates in Doda district, the IG choose Dy.SP Shaily Singh and asked him to lead a team of fifteen police personnel for conducting special combat operation in the area", sources said.
It was reliably learnt that the special police team hired two private taxies and rushed to Bhaderwah. "Without informing local police, the team immediately barged inside the house, where the militants were hiding that led to the death of the Dy.SP".
Sources added that the lack of coordination between the police agencies further facilitated the escape of hold up militants. "As the team consisted of only fifteen members, the hideout was not properly cordoned off", sources said adding, "Till the reinforcement reached the militants managed to escape taking cover of the darkness".
If the sources within the police department are to be believed, the entire department is plagued by groupism with each of them working under various senior police officers. "These groups are known as DG Group, IG Group, DIG Group and SSP Group", a senior police officer said, preferring anonymity. The groups are named on the officer under whose direct control it works.
"These groups often cross the territorial limits while conducting anti-militancy operation without informing their counterparts in the particular area", he added.
Meanwhile, reports reaching here said that the police arrested at least four persons including owner of the house, where the militants were hiding, soon after the encounter. The suspects were being interrogated at Bhaderwah police station to get more clues about the movement of the militants
