Coming summers may put the security agencies on to their heals

Bhaderwah and Mendher encounters in which police lost one valiant officer and another struggling for his life along with recoveries of IED have not only put the security agencies on their heels but also uncoiled speculations for the people if the summers will be more hot with such frightening incidents.
The people and agencies are trying to read the ‘writing on the wall’ jotted by the Dy SP Shally Singh’s death has left many queries unanswered despite the claim made from LeT (Laishker-e-Toiba) at the same time DySP (SDPO Mendhar) Yougal Manhas struggling for his life - a victim fallen prey to the Mendhar encounter (on April 27) along with huge recoveries of IEDs in state at different places which indeed has created an atmosphere of uncertainty in the state.
‘Be it the recovery of the IED and ammunition in Srinagar prior to the Amarnath Yatra on the other day, or recovery of IED at NH-1A besides Nandni Tunnel d on May 31, elimination of Shahid alias Latta a dreaded LeT cadre and arrest of two militants on the same day. Don’t these implies that the coming days are hot for the security forces, said Aakash Sharma a University Student.
It is to mention that confusion created by the state and government agencies over the status of militancy in the state affected by the militant violence, infiltration of militants has put the battle lines between the political spheres and the concerned agencies early this year.
If one recalls the union government records tabled in the Rajya Sabha claimed downfall in the militancy related violence and made mention of barely 211 in January-March this year as compared to the 295 in the corresponding period of the year 2006. MoS Home Sripraksh Jaiswal stated all this in Rajya Sabha on the early this year and reiterated that there is decrease in the militancy related violence this year. On the other hand the intelligence agencies has communicated a astonishing facts to the central agencies and ministry of home that there is an evident 25% increase in infiltration and such violent encounters have been more violence in state.
It is pity despite hard claims the increase in infiltration by the intelligence agencies and not by the ordinary resources have not been interpreted/decoded by the concerned higher officials. This increase might have indicated to the seniors to read between the lines about the cautioning about the busy days in the scorching summers for the security forces. Speculations about the more infiltration after ‘the snow melting’ in summers are big hit among the security forces and intelligence agencies and this needs to be acknowledged as the melting of snow in the higher reaches will open the blocked passages ensuring high inflow of trained militants stuck up in snowy regions.
And as anticipated the early summers have been marked with the fatal encounters and attempts of infiltration in Indian side from across the LoC between the India and Pakistan. Amidst all this some seniors claim that snow melting with increase the militant violence in summers some ex-defence officers also feel that the funding agencies to the militant outfits perhaps have become active resulting into laying more booby traps to lure the youths and getting assignments accomplished.
Worthwhile to mention that in last to last month i.e. the April 28 when Pakistan lifted ban from one Al Rashid Trust unleashing speculations in certain quarters about the rise in militancy as the US Treasury Department has accused the said trust for having its active links with militant outfits like Jeish-e-Mohammed and many smaller groups which are active in Jammu and Kashmir since the inception of militancy.
Whatever the reason may be but the naked truth of the time is that the Jammu and Kashmir is witnessing spurt in the militancy and government in its tight rope walk needs to deal the militancy with iron hand and keeping pace with the proponents of the Demilitarization and Self Rule.
