J&K Govt to formulate five-year employment program

As the eleventh five year plan begins to unfold, the Jammu and Kashmir government is coming up with a major growth oriented employment plan for next five years.
Though the employment plan comes in sync with the eleventh five year plan, the timing of its implementation particularly when Jammu and Kashmir is almost in the election year will have major bearing on poll prospects of the coalition parties. The Congress, being the lead partner, can major dividends out of this sustainable employment program.
According to the plan being formulated at the top policy quarters, around five lakh jobs of different nature are up for grabs over a period of next five years.
The foundation of this employment plan had been actually laid in the state’s annual budget presented in January this year by Finance Minister Tariq Hamid Karra. Besides being a Zero Deficit plan for fourth consecutive year, the major attraction of this year’s budget was a growth oriented employment program.
The job being created by the state government are, interestingly, not the conventional jobs. As per the information collected by EARLY TIMES, the state government in its eleventh five year plan is taking up a major initiative for creation of “self and wage employment opportunities” to continue till 2012-13.
Over a couple of lakhs of educated unemployed youths - both male and female - are currently registered in the 17 employment exchanges across the state. However, the figure doesn't represent the overall unemployed population of the state, as all youths don't register themselves.
According to sources in the Finance Department, the government will soon constitute a high power employment mission to find out the ways and means of moving ahead on its employment program. The mission, sources said, will be tasked with looking into employment related issues and generating an estimated 500,000 jobs. The employment program has to be formulated in accordance with the Plan document.
The mission or the committee which will have five members will be headed by the Finance and Planning Minister as its chairman. This apex committee will determine the policies regulating employment program.
This panel headed by the Finance Minister will recommend and also be empowered to initiate "bold steps for infrastructure development to open up avenues for self employment and wage employment by opening marketing opportunities for commodities and goods produced in the state".
Besides looking for opportunities in indigenous sectors like agriculture, handicraft and cottage industries, the committee will also foray into the prospects of the IT sector.
It may be mentioned here that the present coalition government right from the first year of its taking over had been laying stress on the creation of jobs in private sector as the government was not in a position to bear the wage bill. However, this formula did not work.
The government had come up with an impressive industrial policy offering huge concessions and incentives to the industrial players from outside Jammu and Kashmir. The condition, however, was that 90 per cent of the jobs thus created will go the locals while ten per cent will go to the outsiders. The non-state subject industrial tycoons did not follow the policy. Therefore the desired targets of job creation could not be achieved.
