Mufti’s demilitarization finds no favour from militants

Jammu, June 4 Do militants, operating in Jammu and Kashmir, support demilitarization? Security experts answer this question by saying that “militants neither want peace to be restored to Kashmir nor any demilitarization.”
In support of their contention experts explain that had militants been in favour of demilitarization, as being demanded by Mufti Mohammed. Sayeed, patron of the PDP, they would have not raised the level of violence and infiltration across the border. During the last three weeks the state has witnessed over a dozen incidents of shootout, grenade attacks and IED explosions in which more than 30 people, including nine security personnel, besides DSP, Shaily Singh, were killed.
During this period the Army foiled nine infiltration bids, five in Poonch and Rajouri border districts of Jammu region and four in Kupwara sector in Kashmir Valley. Police sources confirmed that between April and May the level of infiltration from across Kupwara had touched a new high when compared to the corresponding period last year. A senior police officer said that increase in the rate of ingress indicates that militants were trying to give teeth to the ongoing violence in Jammu and Kashmir.
He said no doubt the barbed wire fence on the entire border had thwarted easy attempts at infiltration, militants have been getting assistance from guides and Pakistani soldiers in sneaking into Jammu and Kashmir from unconventional routes. The official circles predict a hot summer in Kashmir as the chances of flare up in militancy related violence is feared.
Security experts said that after Gen. Parvez Musharraf had lost his hold on the administrative and political structure in Pakistan following crisis over his action against the Chief Justice Supreme Court, the Pakistani border guards and other agencies have started throwing to winds his instructions on curtailing infiltration.
These experts said that had the militants been in favour of demilitarization they would not have increased the level of violence. The rise in the rate of violence has encouraged critics of the Mufti in campaigning against demilitarization. They said if troops were withdrawn it would mean improvement in the security situation and in human rights violations which militants do not want to happen. They think that presence of troops would continue to add to the cases of rights violations, public thrashing, search operations which were bound to widen the distance between the civilians and the troops.
In the light of these developments chances for reduction of troops in the near future seem to be bleak.
