| Rise in infiltration bids to put Intelligence, Security agencies on toes | | Infiltration rise witnessed, centre claimed decline on May 9 | | Govind Chouhan Jammu June 5 Infiltration bid on the Line of Control (LoC) at Kanga Gali in Manjakote of Rajouri district last night in which four heavy armed infiltrators were gunned down by the security forces has invited attentions of not only security agencies but also from the common masses in the state. The recent spurt in the infiltration and the increased terror violence has led the people and the security agencies to sense a deeper game plan to resurrect the terror regime in the the state. With Mufti Mohammed Sayeed of PDP, a coalition partner of Congress in the J&K government, pushing for troop reduction, security agencies including army fear the surge in infiltration may be an "ominous" about the future to come. In recent past fortnight not only infiltration bids were foiled in various sectors of the state but security forces recovered a large quantity of ammunition and automatic weapons along with the other accessories including wire cutter and wireless sets and satellite phones from hide outs and during the infiltration bids foiled. Here is mention that last year many infiltration incidents were made in the different area of the state and a large number of militants were killed during encounters when they try to cross the border. Sources mentioned that to one’s surprise the proportion of the violence to the upsurge in the infiltration is not as it were in the past but it has kept the security forces on their toes. ‘This huge rise in infiltration from across the border and LoC the last two months has set alarming bells to the security forces and intelligence agencies, sources said and added though the violence is within the country’s security establishment. Official figures indicate infiltration has witnessed a two-fold jump in April and May 2007 this year compared with the same timeframe in 2005 and 2006in contrast, the attempts numbered 44 and 43, respectively, with only half of them being successful," sources added. Reports as appeared in some media section also stated that this unexpected spurt has taken the security forces a bit aback as the first three months of January, February and March had only seen just 17 terrorists passing through while the majority of them took place in April this year. Sources also said but what is the most surprising that the rise in surrendering by the terrorists too has witnessed a rise to the same proportions as the infiltration has noticed. Intelligence Agencies are now interpreting the two spurts side by side and are considering various aspects of this two pronged confusing upsurge in the terror sheets. It is to mention that with 10 terrorists surrendering in front of Chief Minister Ghulam Nabi Azad dering the number of surrenders has gone up to about over 200 while only 41 surrenders were noticed in first three months of the last year. But, it’s not the surrenders what has made security and intelligence agencies to feel the heat but it is the rise in the pushing in of the infiltrators across the LoC and International Border with Pakistan constructing concrete bunkers about 200 as per the recent reports of IB stated. And all happened when in a written answer on May 9, 2007, Minister of State for Home Sriprakash Jaiswal stated that cross-border infiltration in Jammu and Kashmir has declined and confirmed it by tabling figures for January-March, 2007 only 39, as compared to 59 in the corresponding period of last year.
