Bhaderwah, June 06 A student can be promoted to next class even if he fails to qualify examination. Seems shocking but its true! The authorities working under political patronage has made the functioning of government run educational institutions in Bhaderwah including conduct of examinations an affair of ridicule with students being passed at sweet will of the school principals.
If the sources ine government schools are to be believed `education mafia' is flourishing in Bhaderwah, popularly known as Kerala of Jammu and Kashmir on the basis of its high literacy rate. The mafia, sources told News Agency of Kashmir, is working well under the patronage of some political heavy weight diluting the very fabrics of education system in the area. It was reliably learnt that students who failed to pass the examination in eleventh class (PUC), which is Home Examination, are being shown pass by the principal by issuing altered marks sheets overruling the result submitted by the incharge examination. An instance, depicting how the authorities in these schools are making mockery of examination procedure came to light when this correspondent secured two mark sheets bearing Board Registration No D148 -00 N- JRF - 703973 and Adm. No 702060 session (2003-04) issued to an eleventh (11 th) class student of HSS Girls Bhaderwah with each showing different results for same examination. While one of the marks sheet duly signed by the incharge Examination and Principal shows her 'Reappear' in Biology, another marks sheet with only principal's Signature declares the same candidate pass in all subjects. Another student, who appeared in the exams during the same session with Registration No D149-01N-JRF-705179 and Admission no 702044 also shown as 'Reappear' was later allegedly passed by the principal. However, the forged marks sheet in this case could not be secured. It is pertinent to mention here that the 'Answer Sheets' for eleventh class are evaluated and result is prepared by the concerned school itself. Not only in these particular cases, several other students failing in exams are being passed by the Principal of HS girls allegedly after striking an under table deal, sources said. Interestingly, having a strong backing of the ruling party politicians, if any morally spirited staff dares to raise his voice against the misdemeanors of the principal, he is being threatened of dire consequences by the Principal and his 'godfathers', sources told NAK. "Once some teachers raised their voice against the misdeeds of principal, but they were threatened to be sent to Ladakh" sources said, preferring anonymity. They said that the said Principal, who have about four year stay at the present school was transferred in December 2006 to Ukherhal Banihal on complaint basis, managed to get a retention order within fifteen days through his Political bosses. "A local politician having strong say in the power corridors and whose son was getting tuition from the Principal managed his retention order in just fifteen days from the education Secretary" sources said In return the Principal helped the son of the politician by providing him copying material during his final exams, sources said adding that by getting readymade answers supplied to him by the principal the son of the politician secured more than 460 marks while otherwise he was not even worth of getting pass marks, sources within the school told News Agency of Kashmir.
"Some other teachers who were also transferred earlier on the basis of a complaint from the same school were denied any reconsideration by the same Education Secretary on the plea that any modification in the orders would tantamount to violation of rules", sources added. The entire story shows that how even so called clean image officers succumb to political pressures and are forced to get their jobs done by the ruling party strong men.
The degree of mimanagement in could be gauged by the fact that there are about four inquiries pending against the staff members of two Government Higher Secondary Schools located within the limits of the Bhaderwah town. However, Government has so far failed to break this ring as all these teachers named in various scandals either have backing of politicians or are themselves associated with Employees UnionsMany of them are even indulging in politics on the name of being part of so called development fronts and NGOs. By using their influence, these teachers have been managing their postings within the town limits for last 20 to 30 years. (NAK)
