| LAHDC approves Rs.74 cr annual plan for Kargil | | Transparency, punctuality should be the watch word: Karbalaie | |
Kargil June 6 The general council meeting of the Ladakh Autonomous Hill Development Council, Kargil which met here today under the chairmanship of its Chairman, CEC Haji Asgar Ali Karbalaie approved the current year’s annual plan of Rs.74 crore. The meeting took an overall review of various sectors and progress registered on these while the councilors highlighted the problems of their respective constituencies and pleaded for making the on going development works more purposeful and meaningful. The Deputy Commissioner R K Bhagat presented a brief of the progress registered under various schemes and said that over Rs 69.95 crore has been spent during the last fiscal of which Rs.22.34 crore was as revenue component and Rs.47.71 crore as capital component. The capital component included Rs.30.09 crore as state share, Rs.8.07 crore as loan under NABARD and nearly Rs.55 lakhs as council infrastructure. This year’s annual plan aims to move forward towards the sustainable development and sectors like health, education, agriculture. Animal husbandry, horticulture has been fixed as the priority sectors and accordingly allotted enhanced allocations. Addressing the meeting, the Chairman LAHDC stressed the need for proper utilization of the short working period for carrying out the development works by maintaining work culture and at the same time there should be no compromise with regard to development works and accountability, transparency and punctuality should be the watch word at all levels especially for the implementation agencies. The Chairman instructed the implementing agencies to carry out the work under proper technical sanctions and stressed to maintain strict financial discipline. He also laid stress on achieving the targets so that the benefits of the schemes trickle down to the people and suggested the need for taking up the projects under double shift system and maintaining that work on Chutuk project is currently going on in three shifts. The Chairman urged upon the councilors and district officers to help in taking Kargil district towards development in true spirit and try to make it as a model in the state. He also emphasized over the need that every councilor should play its due role in ensuring speedy development in the district.
