Judicial probe into Chatti Singh Pura carnage sought
SGPB reiterates demand for Minority Commission, reservation in Assembly
6/10/2007 11:51:06 PM

Jammu June 10
Reiterating its demand for setting up of Minority Commission in Jammu and Kashmir and judicial probe into Chatti Singh Pura massacre, in which 36 innocent Sikhs were gunned down, T S Wazir President State Gurudwara Prabandak Board (SGPB) has regretted that despite 60 years of Independence, the settlement claims of 1947 displaced persons from PoK continues to linger on.
Addressing media persons here today, Wazir regretted that despite commitment made by the Chief Minister, the Minority Commission has not been set up till date and reminded him to fulfill the commitment at the earliest. He also demanded that Lubana Sikhs be brought under the OBC category and provided reservation in education, employment and promotions, besides making amendments in Gurudwara Endowment Act of 1978 as the existing law has failed to serve the purpose for which it was enacted. The Act needs to be amended and necessary amendments made in the clauses to make it more meaningful and purposeful, he added.
Pleading for bringing educational institutions run by the community on donations and contributions under the control of elected bodies of the community, the SGPB President has strongly pleaded for reservation of seats for Sikh youth in the vocational and technical institutions saying that it was strange that the government has given reservation to those living within 5 Km range from line of control where as most of the Sikhs being displaced persons from across the line of control have been deprived of this benefit. He said the Sikh community as a whole urge upon the government to extend this facility to all Sikhs of the state not only in the educational institutions but also in employment.
Wazir said that as per the provision in the State Constitution, 24 Assembly seats stand reserved for PoK and on the basis of population, the displaced persons from POK Sikhs stake their claim on at least four seats adding that even during princely orders, two seats stood reserved for Sikh inhabitants of the State. Keeping this in view, he demanded four seats should be reserved for the Sikhs so that the community can send their representatives to the State Assembly for guarding the interest of the community. Till such time the final decision in this regard is taken, he said, at least one Sikh legislator be inducted into the state cabinet.
To make Confidence Building Measures more purposeful and result oriented, the SGPB President demanded easy access by Sikhs to their religious shrines of historical importance located on other side of the border and urged for taking up the issue with the Pakistan government.
Regretting that despite lapse of over 10 years the report of the Ansari Commission, set up by the government to probe killing of 14 innocent Sikh in Jammu on January 10, 1989, has not been made to public, Wazir strongly demanded a judicial probe of Chatti Singh Pura carnage in which 36 innocent Sikhs were gunned down on March 20,2000.
