Flood control measures discussed

KATHUA, JUNE 11
In view of the ensuing monsoon, District Development Commissioner Kathua Ms. Sarita Chauhan convened a meeting to discuss anti-flood measures being adopted in the district.
Additional Deputy Commissioner Kathua, Mr. Laj Ram, Assistant Commissioner development Kathua, Dr. Bharat Bhushan, SDM Basholi, Mr. Ashish Dhar, Executive Engineers of Flood Control, Irrigation, PWD, RTIC, PHE Divisions, Officers from Health Education, Tehsildars, BDO’s besides Army officers also participated in the meeting.
Speaking on the occasion, Ms. Chauhan stressed upon the officers to adopt most effectives and preventive measures for flood control so as to avoid any loss to life and property during rainy season. She directed the concerned functionaries to identify the most vulnerable sites and be prepared for evacuation of people from these places and their temporary re-settlement.
It was decided that a control room will be set up at the district police lines and a sub-control room in the office of the executive Engineer Flood Control each having representatives from Army, Police and Flood Control Department. The police authorities were asked to arrange additional wireless sets for flood prone areas like Panjthirthi and Beril in Billawar, Jakhol and Korepunoo, Mukundpur and Kerian Gandyal along with staff and other camp equipments and will also make available the services of Jawans from Police Training school, Kathua for meeting any emergency.
The army shall also support the civil administration in combating any situation arising due to floods it was also decided that requisite number of tents, sand bags, lanterns, patromax, flash light and heavy duty torches and ropes, boats and helicopters and man power in case of exigency.
Ms. Chauhan directed the Flood Control Department to keep ready stock of 10000 empty cement bags and 5000 Cft sand in the divisional store. She directed that an observation post near old bridge of Kathua khad or any other suitable place will be made functional. The DDC directed to clear the chocked nallahas and drains well in advance for preventing any over flow of rainy water.
The DDC entrusted the duty of dewatering the stagnant water to Mechanical and Irrigation divisions by installation of pumps at the identified sites in Kathua town, Basohli and Hirnagar.
Chief Meidcal Officer, Kathua was asked to make available buffer stock of life savings drugs especially anti snake vaccines, chlorine tablets and ORS during the rainy season and to depute adequate number of medical teams where requisition is made
Assistant Commissioner Development, Chief Education Officer, Kathua were asked to make available their buildings to accommodate the evacuees if the need arises.
Executive Engineers of R&B, PHE, Irrigation and RTIC, Kathua will provide trucks for evacuating the effected people to the identified destinations in case of any eventuality.
Ms. Chauhan stressed the need for strengthening the communication net work so that prompt rescue measures can be extended to the flood prone areas and for this she directed the BDOs and Tehsildars to issue instructions to VLWs, Patwaries, Panches and Sarpanches of the area to convey timely information in the event of occurrence of any emergent situation. She exhorted upon the officers to prepare duty charts to watch the behavior of the floods and transmit the information to the control room which shall be conveyed to the effected areas.
