Asks for reducing gestation from 3 years to one year
8/9/2006 8:00:07 PM

JAMMU, AUGUST 09 – Creation of modern and sophisticated health care facilities for the people both in urban and rural areas is one of the priorities of the government and measures have already been taken in this direction, said Chief Minister Mr. Ghulam Nabi Azad while laying foundation of Indira Gandhi Government Dental College here on Wednesday.
Azad directed the authorities to execute the construction work on the college complex in triple shifts to complete it within one year instead of three years time frame fixed for its completion. He said the college complex to be constructed over an area of 23 kanals at a cost of Rs. 14.67 crore should come up as one of the best institutions in whole of the country especially in terms of infrastructure, implants and dental care. He said that the multi-storeyed complex housing academic block, boys and girls hostels and residential quarters for the staff needs to be constructed as an engineering marvel and another landmark in the winter capital of the state.
Among others present on the occasion were Minister for Transport Mr. Mangat Ram Sharma, Minister of State for R&B Mr. Gulchain Singh Charak, legislators Mr. Praduman Singh, Mr. Ashok Sharma, Mr. Lal Mohammad Sabir, Mr. Arvinder Singh, Ch. Gharu Ram and Th. Puran Singh, Divisional Commissioner Jammu Mr. Pramod Jain, Inspector General of Police Jammu Zone Dr S.P. Vaid, Deputy Commissioner Jammu Mr. Hirdesh Kumar Singh, Principal GMC Jammu Dr Mumtaz Goni and Principal Dental College Jammu Dr Mela Ram.
On the immense importance that the dental college holds for Jammu, Mr. Azad said that its foundation signifies good dental health of the people of the region, who would get super-specialized dental care facilities nearer to their homes. He hoped that the college would grow as an institution of excellence, adding that the dental college’s foundation laying on the day coinciding with the date of launch of Quit India Movement, Raksha Bandhan and Shravan Purnima, marking peaceful and successful culmination of two-month long Shri Amarnathji Yatra indicates good omen for the institution.
Azad also dwelt on the opportunities which the dental college would afford to the dentistry experts. He said besides providing ample employment avenues for their absorption, the college being a super-specialty institution, would also open up bright vistas for undertaking higher education and research in the chosen dental field. He also made it clear that there is no problem as far as grant of recognition to the institution by the Dental Council of India is concerned.
Regarding government’s effort to improve work culture and raise efficiency levels, Chief Minister said that the innovative mechanism of executing construction work in double and triple shifts is already yielding the desired results and referred to the speedy progress registered on the construction of Balole bridge. He said that the bridge would be completed in a record period of just six months at a cost of Rs. 5.50 crore only.
Dwelling at length about the launching of Quit India Movement and the incidents preceding it, Mr. Azad referred to the chequered history of the Indian National Congress and its stalwarts like Mahatma Gandhi, Pandit Jawaharlal Nehru, Moulana Abul Kalam Azad, Sardar Vallabhbhai Patel and others. He referred to the Congress resolution before the start of the Quit India Movement and said that Father of the Nation Mahatma Gandhi while giving a call to the people for ‘do or die’ does not in any way mean deviation from the path of non-violence rather it signified the intense passion and vigour for throwing the foreign rule away from the Indian mainland and gain independence. He said that Quit India Movement or August 09, is not only an important day for Indian to cherish rather it is also an occasion for the people of entire sub-continent to celebrate.
Calling for introspection, Mr. Azad said that Mahatma’s philosophy and preaching are relevant for all times to come to steer the nation on the path of glory and granduer. ‘If Mahatma with his conviction of thoughts and infallible faith in truth and non-violence could achieve independence for the country alone, what prevents us from resolving even petty issues confronting the society today’, he questioned.
Greeting the people on Raksha Bandhan, Mr. Azad exhorted upon them to take a solemn pledge to protect the nation and lend their whole-hearted support in ensuring a lasting peace in Jammu and Kashmir.
Transport Minister Mr. Mangat Ram Sharma said that equity has been assured to all regions and areas in creation of new districts, sub-divisions and tehsils. He said bill for constitution of Finance Commission has also been passed by the state legislature recently that has fulfilled another commitment made in the CMP. He said that Delimitation Commission is also being set up.
Sharma said that an ambitious Rs 400 crore plan is being executed to promote various tourist destinations in the region.
Wishing prosperous and happy Raksha Bandhan to people, the Minister said steps have been initiated to promote Jammu as a tourist base camp in real terms. He said besides installation of cable-car project like Gondola linking Mubarak Mandi with Bahu Fort, efforts are afoot to construct Tawi lake to add beauty of Jammu manifold.
Sharma exuded confidence that Jammu-Sialkote route too would be opened in near future, adding that the opening of the route is bound to promote Jammu as business hub of the region.
