| HC issues contempt notice against former ministers | | |
SRINAGAR: Jammu and Kashmir High Court has issued contempt notices against four persons including former State Health Minister Suman Lata Bhagat and her deputy Abdul Gaffar Sofi for not complying with the court orders.
Justice Bashir Ahmad Kirmani has sought reply from Bhagat and Sofi, both ministers, M Y Dar, a senior health department official and Nazir Ahmad Wani, a deputy drug controller on the contempt notices by the last week of July.
Bhagat and Sofi were issued the notices as Justice Kirmani found the personal affidavits filed by them in a case before the court as evasive and unsatisfactory.
While the reply of Minister (Bhagat) is quite cryptic, the one furnished by the Minister of State (Sofi), even though concluding on an apology, is loaded with unacceptable explanations like work load and public involvement for delay in compliance with court orders, he observed.
The high court had quashed appointment of Wani as deputy drug controller, following a petition by one Mushtaq Ahmad Khateeb who had pleaded that the incumbent had been promoted in violation of the seniority list.
Justice Kirmani said so far as Wani, the beneficiary of the executive is concerned, his pretending innocence appears to be quite mischievous as he continued on the post, even after his promotion had been quashed, only because nobody asked him to vacate.
In totality, therefore, Bhagat, Sofi, Wani and Dar, appear liable for prosecution, the court observed.
