| No harassment to Kashmiris: Advisories issued to all states, says HS | | Madhukar team to chalk out action plan for implementation of WG recommendations | |
Srinagar, June 14 – Union Home Secretary Madhukar Gupta Thursday said that the Government of India has sensitized all states and issued advisories to the authorities that the students and business community of Jammu and Kashmir staying in various states should not be put into any hardship while dealing with militancy and law and order situation. “Arrests out of due course of law should not happen and there should be no room for perception”, he added. He said Chief Minister Mr. Ghulam Nabi Azad has also taken up this issue with Chief Ministers of various states. Addressing a crowded press conference here, he said a viable mechanism is being work out to implement the recommendations of working groups constituted by the Prime Minister Dr. Manmohan Singh to address various issues pertaining to Jammu and Kashmir. He said that he alongwith a team of officers from five Union Ministries are here to discuss in detail the recommendations made by these groups as the Prime Minister is keen to see the recommendations implemented. He said some working groups have presented the recommendations to Prime Minister who on conclusion of the third roundtable conference constituted a committee led by Union Home Secretary to study the recommendations and finalize the strategy for drawing an action plan for implementation. He said that he had series of meetings in Srinagar with various agencies and government departments to discuss larger development plan for implementation of recommendations of working groups. “The recommendations have covered broader areas and dealt with the problems in its larger perspective. We have to go into details and discuss ways and means and work out the action plan under which the recommendations could be implemented”, he added. In reply to a question with regard to security scenario in the state, Mr. Madhukar said that, though challenges are there, yet, there has been definitely qualitative improvement in the overall situation. “This does not mean that we could afford to be complacent over the situation and sit in rest, we have to be watchful and careful as the challenge still persists”, he maintained. The Union Home Secretary said that under a pilot project in certain area of 12 states including district Kathua of Jammu and Kashmir, multipurpose National Identity Cards are being issued to over 26 lakh youth of 18 years of minimum age in the first instance. After ascertaining the success of the project, the process would be carried forward, he added. With regard to the frequency of bus service across LoC, Union Home Secretary said that the issue pertains to the two governments across the LoC. “However, on our part every step will be taken to streamline the system and avoid delays”. Financial Commissioner Home Mr. B. R. Kundal, Director General of Police Mr. Gopal Sharma, Union Special and Additional Secretaries of Home, Additional Director General of Police (CID) Mr. Kuldeep Khoda and other central and state police officers were present on the occasion.
