| Water supply scheme taken up 17 years back yet to be completed | | Dodasan Bala residents to sue PHE Department | |
Rajouri, June 15For the past seventeen years now, Public Health Engineering (PHE) department Rajouri, has been working on a water supply scheme namely (W S S Dodasan Bala) although on papers the department claims to have spent more than one crore rupees on it. Even construction of a single ‘dug well’ which was started in the year 1990 is yet to be completed and the Chief Minister Ghulam Nabi Azad had himself ordered a probe during the district development board meeting held last year on June 9, but the fate of that investigation is yet to be made public. After seventeen years of wait, now the residents of village Dodasan Bala have decided to sue the department in the court of law to know the fate of the money department claims to have spent on the scheme so far. Giving details sources said, Public Health Engineering (PHE) department Rajouri had taken up a water supply scheme in village Dodasan Bala in the year 1990 and since then the department has been working on it and despite spending crores of rupees, it has failed to commission the scheme so far. The commissioning of scheme seems still a distant dream, claimed sources saying that every thing seems to have been done on the papers only instead on ground. “During past seventeen years the department could not even construct a single dug well in the village. We don’t think that we will ever be provided water by the department. And now we have constituted a village level committee to sue the authorities in the court of law to know how much amount has been spent on it so far”, said Nissar Ahme Rahi a retired principal and a local resident of the village. He also expressed his surprise that the investigation ordered by Chief Minister himself has been hushed up due to the reasons best known to government only. He said crores of rupees have been spent on this scheme by the authorities during past seventeen years but a single family in the population of about 5000 souls could not be benefited so far. When contacted Chief Engineer PHE Jammu, Vinodh Goswami also admitted that the scheme is still non functional refusing the reasons saying that he doesn’t know what happened in past. However, Goswami said that he has released some more funds for the said scheme and assured to make it functional at any cost.“ Moreover, you can obtain further information from the concerned office of the department”, said Goswami. On being contacted, Assistant Executive Engineer Rajouri headquarter Abdul Qayoom also admitted that the dug well could not be completed so far shifting the responsibility on the contractor.“ With in two days we are going to the spot to check as to what requires to make the scheme functional”, said Qayoom. But the residents of the village are not ready to subscribe the departmental claim that the scheme would be made functional. They say “not only the dug well, even the pipes laid by the department some 15 years ago are not present in the village. Moreover, there is no source of water where the department is constructing dug well. How it is possible that this scheme will ever become functional till the scheme is not started afresh from zero”, they added.
