Charak, Nissar, Jugal conduct public convention at Vijaypur

Saying that the government is committed to provide all the basic developmental facilities with adequate and upgraded infrastructure in every area of the state in a phased manner, was stated by Minister for R&B , Mr Gulchain Singh Charak at a one-day convention held at Vijaypur and Purmandal blocks being organized by Block Congress Committee and Youth Congress Committee here today.
Minister for Rural Development Mr Jugal Kishore Sharma, Minister for Social Welfare Mr Haji Nissar Ali, Ex-MLA Mr Balwan Singh, Ex Sarpanches and Panches were also present on the occasion.
Speaking on the occasion, Mr Charak said that the road connectivity in the state especially in rural and hilly areas as well as in border areas of the state has a pivotal role to play in their development. He said that all the 25000 populated villages of the state will be connected to the main roads under PMGSY upto year 2009. He said that works department has therefore a key role to play in fortifying the developmental activities in the three regions of the state.
Regarding completion of pending projects, the Minister preferred double shift work system and said that the new mechanism to promote work culture would not only help in fulfilling the desire of faster development, quality constructions but also result in ensuring transparency and accountability in execution of projects. During his extensive touring to evaluate the conditions of roads, bridges and buildings across the state, he made a critical inspection and asked the concerned officers to work with zeal and enthusiasm to mitigate the problems of the people especially belonging to remote and hilly areas.
On the occasion, Minister for Rural Development Mr Jugal Kishore said that centre government has implemented the National Rural Employment Guarantee Act 2005 (NREGA) in the state. He apprised that in J&K, NREGA is presently implemented in five districts i.e Doda, Kupwara, Anantnag, Poonch and Jammu. He said that this act provides 100 days of employment in a financial year to any rural household whose adult member is willing to do unskilled manual work after registration.
Mr Jugal asked the concerned wings to work in close coordination for ensuring timely completion of pending works and maximizing the benefit for the welfare of the people. He said that a new mechanism would be put in place whereby the Rural Development shall act as a facilator both for the rural and urban pockets of the state. He appreciated the land mark decisions of Chief Minister Mr Ghulam Nabi Azad of creating new districts and tehsils, launching crusade against corruption and taking other landmark decisions.
Minister for Social Welfare Mr Haji Nissar Ali announced creation of 300 new anganwari centres for Vijaypur, Purmandal and Samba blocks. He also announced to setup a new CPDO office at Vijaypur and Samba. He said that in the census 2001 Vijaypur block population is 1.61 thousand and there are 338 existing anganwari centres, now 88 new anganwari centres have been added in this block. In Samba the total population is 1.63 thousand and have 342 existing angangari centres and now 163 new anganwari centres are added. Likewise Purmandal block having a population of 90 thousand, have 189 existing anganwari centres and now 50 new anganwari centres are added in this block.
Ministers said that the sincere efforts of Prime Minister S Manmohan Singh, UPA Chairperson Mrs Sonia Gandhi and Chief Minister Mr Ghulam Nabi Azad are creating a conducive atmosphere to lead the peace process in the state. They said that coalition government has brought a discernible change in every parameter of development front and is continuing with the same spirit to steer the state towards peace and progress.
On the occasion the people projected their issues and demands which included water for drinking as well as irrigation purpose, uninterrupted power supply, additional electric poles for farmers in border areas, repair and renovation of roads, health and education etc. The Ministers listened them patiently and assured all possible measures to redress their grievances on priority basis.
