Jammu,June 18 Army authorities have found that foreign mercenaries,operating in Jammu and Kashmir,”do not surrender before the security forces.” Even those who are challenged on the LOC by the Indian troops while trying to sneak into the state either get killed or manage to escape back. According to the GOC-in-Chief Northern Command, Lt.Gen.H.S.Panag,”foreign mercenaries come to Kashmir for launching Jehad while being on a tour of beauty.” He said “the foreign mercenaries are told to cross over to Kashmir,enjoy its beauty and return after launching Jehad.”He said “they do not surrender because they have a task assigned to them by their patrons across the border.” During his interaction with mediamen in Udhampur yesterday Gen. Panag said that the pattern of the ongoing insurgency has not witnessed any change. In this connection he referred to the recent statement of Muzaffarabad based United Jehad Council Chief,Syed Salahuddin,in which he had stated that there was no change in its agenda.He said that in the context of this statement do not expect the troops to change their pattern of counter insurgency pattern as well. Giving details of the total number of surrender this year,Lt Gen Panag said no foreign mercenary surrendered this year. He said local youth are being motivated to take benefit of surrender policy and they often join mainstream but not foreign mercenaries.(
