| Legislators call on Governor, submit letter | | Panthers Party demands dismissal of Azad Government | |
SRINAGAR, June 22: The Jammu and Kashmir National Panthers Party (JKNPP), which withdrew support to the Ghulam Nabi Azad-led coalition government last week, on Friday demanded dismissal of the government for allegedly violating State Constitution. The coalition government has violated Section 47 (sub section three) of the Jammu and Kashmir Constitution relating to Constitution of Delimitation Commission, JKNPP Chairman Prof Bhim Singh told reporters. He said under State Constitution, constituting delimitation commission is obligatory after every census. Census was carried out in 2001 in Jammu and Kashmir but delimitation commission to determine the boundaries of the constituencies has not yet been constituted. This is violation of the constitution, Singh claimed. Harsh Dev Singh, MLA who was also present at the news conference challenged the election of two members to the Upper House representing local bodies saying they were elected in "violation of the Constitution". Under Section 50 of the State Constitution, municipal committees and town area committees’ members form the Electoral College for these elections. Without amending the Constitution, corporators of municipal corporations voted in the elections thus flouting the constitution, endangering the constitution of the House, Harsh said. Earlier, Prof Bhim Singh heading 4 - member legislators of the party called on Governor Lt Gen (Retd) S K Sinha at Raj Bhavan on Friday and submitted a letter formally withdrawing support to the Azad Government. Those who accompanied were JKNPP president Balwant Singh Mankotia, Faquir Nath, Yashpal Kundal and Harsh Dev Singh. The JKNPP chief said the main reason for withdrawing the support to the coalition was that the Congress-PDP government had allegedly failed to implement the assurances given inside and outside the legislature. He said that people are feeling cheated due to shadow boxing between major coalition partners- PDP and Congress- over the issue of demilitarization .Besides, the government has failed to remove the regional imbalances, lingering on the issue of refugees of 1947, 1965, 71,99 and West Pakistan refugees, setting up Finance Commission and various other issues of urgent public importance, said Singh.
