Vigilance registers case against former Exn PCD, Others

JAMMU: June 26 State Vigilance Organization registered a case of misappropriation of Government money against former Executive Engineer of Police Construction Division (PCD) and others for execution of electrification works by installation of flood lights at various police establishments during 2005-2006 and 2006-2007 at highly exorbitant rates resulting in wrongful loss of several lakhs of rupees to the state exchequer.
An official spokesman said that verification was conducted into the allegation of execution of electrification works viz installation of flood lights by the Executive Engineer, PCD and others on highly exorbitant rates in Jammu Province during the year 2005-2006 and 2006-2007. During the verification a random check of electrification works taken up for execution at DPO Border, SP Border / SP CID CI Jammu, P/S Bari Brahmana, DPL, Jammu and Armed Police Complex Channi Himmat was conducted. The check revealed that in and around the month of September- October 2005, a criminal conspiracy was hatched by Abdul Hamid Sheikh, the then Xen and other officers of PCD with private persons namely Neeraj Mangotra S/o Om Prakash R/o Talab Tillo, Jammu and Sheikh Javid S/o Sheikh Ghulam Mustafa R/o Pirmitha, Jammu and others with the object of obtaining undue pecuniary gains in the process of execution of electrification works. In furtherance of criminal conspiracy, the accused Xen in league with other officers / officials of PCD, while adopting pick and choose method, without inducing competition and ascertaining the reasonability of rates, got the works of providing and fixing of flood lights and other allied electrification works executed through the above named private persons on highly exorbitant rates at various installations of Police Departments in Jammu province. On comparison, the rates of various electrical items viz-a-viz their prevailing market rates were found highly exorbitant. As against the booked expenditure of Rs.36, 15,370 on account of electrification works in respect of above named places where random check was carried out, the expenditure as per prevailing market rates on these works should not have exceeded Rs.24.68 laks. As such, an excess drawal of about Rs.11.47 lakhs was made by the accused, the spokesman added.
He further said that most of the electrical items installed during the electrification works were found to be duplicate / sub-standard as such the loss to the Government exchequer is likely to be much more. The total expenditure incurred on execution of electrification works in Jammu province was about Rs.1.40 crores, he added.
Case FIR No.17/2007 U/S 5(2) P.C Act 2006 r/w 120-B RPC has been registered in Police Station Vigilance Organization Jammu against Abdul Hamid Sheikh the then Xen and other officers of PCD and private persons namely Neeraj Mangotra S/o Om Prakash R/o Talab Tillo, Jammu and Sheikh Javaid S/o Sheikh Ghulam Mustafa R/o Pirmitha, Jammu and others and investigation taken up.
