ET SPECIAL CORRESPONDENT Jammu, June 26: Politics may be powerful, but bureaucracy is supreme. Or it is simply the good being the better. After a prolonged difference of opinion and strong insistence from a senior Congress Minister, the state cabinet which met last on June 11, had to defer a decision on transfer of a particular officer. What transpired overnight is a matter of sheer guess work. The will of the senior Congress minister was accommodated and transfer order of three senior IAS officers, in an effort to dislocate the once demanded by the Minister, was issued by the next day. However, interestingly, the order could not be implemented fully. Even before the government made measures to implement the cabinet order, highly placed sources told EARLY TIMES, the same order is now being considered for modification in the forthcoming meeting of the cabinet, scheduled of which is yet to be fixed. We are talking about, the Divisional Commissioner Jammu, Pramod Jain –a steadfast and upright IAS officer. A senior-most Congress Minister wanted him transferred out but such opinion could not emerge in the cabinet meeting on June 11. What emerged was discontent and annoyance. Therefore, next day a modified order was issued by the General Administration Department effecting transfers and postings of four officers in way of taking Jain out as Jammu Divisional Commissioner. According to the government order issued by GAD on June 12, Parmod Jain was replaced by Sudhanshu Pandey, another senior IAS officer of Jammu and Kashmir cadre who was till then on central deputation. Jain was sent as Commissioner Secretary to Government in Higher and Technical Education in place of AK Angurana. Interestingly, neither Jain relieved, nor Angura relieved and nor did Pandey join as new Divisional Commissioner of Jammu. More interestingly, ever since his transfer order was issued, Jain's public presence can be seen with an increased frequency –meaning that the officer is very sure that he is here to stay. His press conference today on performance of cooperative bank was a case in point. Highly placed sources told EARLY TIMES, that in next meeting the cabinet is considering to modify the previous order retaining Jammu as Divisional Commissioner Jammu. Whose writ runs large?
