Former chief engineer I&FC Kashmir booked under PCA
Possessed assets worth Rs.4 crores’

Jammu June 28- State Vigilance Organization today registered a case under section 5(1)(e) r/w 5(2) Prevention of Corruption Act 2006 against Ghulam Hassan Shah, retired Chief Engineer Irrigation and Flood Control Kashmir for having acquired property, disproportionate to his known sources of income by misuse of official position and indulging in corrupt practices during his service period.
The Vigilance search of his residential houses at Kursoo Rajbagh has so far, revealed immovable and movable property worth about Rs.4 crores.
On receipt of information revealing that Ghulam Hassan Shah, Former Chief Engineer I&FC Kashmir had acquired disproportionate assets by indulging in corrupt practices during his service tenure, State Vigilance Organization conducted verification revealing that Shah had acquired movable and immovable assets in the shape of three storeyed concrete house at Kursoo Rajbagh, near Spring Field School worth Rs.80 lakhs. He has also, recently constructed another huge palatial house on about two kanals of land adjacent to his old house worth about Rs.2 crores. It was also found that the Former Chief Engineer also acquired landed property at different locations in and around Srinagar city, besides owning two cars; cash deposits in various banks and, the former CE also possessed huge jewellery. He has also paid lakhs of rupees as capitation fees (donation) to various private professional colleges for educating his three children outside the State.
The verification further revealed that the only known and visible source of income of Shah was his salary and he comes from a rural background of District Kulgam. His wife is a house wife. Thus the assets found to have been acquired by Shah are apparently disproportionate to his known sources of income which constitutes offences punishable under section 5(1) (e) r/w section 5(2) P.C Act 2006.
Case FIR No.41/2007 P/S VOK was registered and investigation taken up. In the course of investigation officials of SVO conducted searches in the residential premises of the accused. In the course of searches conducted so far the vigilance team has found that the alleged accused CE is possessing three storeyed old concrete house at Kursoo Rajbagh near Spring Field School worth Rs.80 lakhs;.another newly constructed 3 storeyed palatial house adjacent to the old house worth Rs.2 crore, house hold items, electronic gadgets, fittings and furnishings worth Rs.20 lakhs, papers indicating 5.18 kanals of land at Beerwah, Budgam and 3.5 kanals at Padshahibagh in Srinagar. Apart from these, he also possessed two cars- one Alto and another Maruti-800, cash worth Rs.1.50 lakhs, gold ornaments worth Rs.3.50 lakhs, 52 cash certificates in J&K Bank valued at Rs.34.82 lakhs, Term Deposit Receipts (STDR) in SBI worth Rs.30 lakhs, FDRs in Punjab & Sindh Bank worth Rs.2 lakhs, Term Deposits in HDFC Bank worth Rs.5 lakhs, Flexi Bonds in IDBI worth Rs.30,000, Post Office monthly income scheme of Rs.25 lakhs, Units in UTI Mutual Fund 6 Nos and shares in ICICI Prudential worth Rs.98,000.
Incriminating documents which indicate expenditure of lakhs of rupees on education of three children of the accused in professional colleges have also been detected. His son is doing Post-Graduation in a private medical college in Gujarat while one of his daughters has done BDS from Bangalore and another is undergoing training in Al-Amin Medical College Bangalore against payment seat. The accused official was also found to have invested in various portfolios such as UTI-Contra Fund, UTI Basic Investment Fund, Kotak Mahindera, PFU, ICICI and Reliance Equity Fund etc. The searches have also revealed that the accused officer and his family members are having 25 bank accounts in different banks. Of these, seven accounts are in Punjab & Sindh Bank Srinagar, six accounts each in J&K Bank Air Cargo Branch and Jawahar Nagar Branch and six accounts in State Bank of India
The information regarding the existing balance in each of these accounts is being ascertained from the concerned banks. The search was in progress when the reports last came in, the sources said.
