Srinagar, June 9: In a Public Interest Litigation (PIL) filed by Parents Coordination Committee, a Division Bench of the court comprising Justice Muzaffar Hussain Attar and Justice Ali Mohammad Magrey today pulled up Crime Branch for its lackadaisical investigation into the scam involving Elementary Teachers Training (ETT) in the Jammu and Kashmir and granted BOSE authorities time to file compliance report by the next date of hearing. Hearing a Public Interest Litigation filed by Parents Coordination Committee, a Division Bench of the court comprising Justice Muzaffar Hussain Attar and Justice Ali Mohammad Magrey said that the court was not satisfied with the status report filed by the Crime Branch. "No serious steps have been taken for investigating the case," the Division Bench said while being critical of investigation Crime Branch for its lackadaisical and added, "even the statements of A K Sain and A K Abrol recorded under 164 CrPC have not been produced before the court." The Division Bench also asked the Investigating Officer (I/O) to show urgency in view of the huge public interest involved in the case and granted one more opportunity to the investigating officer to comply with court directions issued on May 21. "In case compliance report is not filed, Investigation Officer is directed to appear in person before the court along with case diaries," the bench said and directed him to file compliance report by July 8. Meanwhile, the Division Bench also granted BOSE authorities time and directed them to file compliance report in term of direction issued on May 21 by the next date of hearing. "In case the compliance is not filed, secretary BOSE to appear in person," the Division Bench added. In one of its status reports, the Crime Branch has stated that the enquiry, conducted by the BOSE, reveals that the Elementary Teachers Training Course, conducted by the ETT Colleges, is a big scandal, where hundreds of crores of rupees are given and taken as bribe and almost all concerned people are involved in the loot. The report submitted in December last had also stated that no on the time registration is made, no classes are conducted and even no hostel facilities are available. The candidates, it said, are lured and whooping amount ranging between Rs 45000/-to Rs 80,000/- is received from each student. The Crime Branch Report further projects that this scandal is run by mafia in league with top brass of the Board. It was further submitted in the report that on the basis the facts, a case FIR No. 27/2013 has been registered in police station, Crime Branch, Kashmir for alleged commission of offence u/s 5(2) PC 420, 468 and 471 CrPC. |
