PDP Policy: Eating The Cake And Having It Too
Animosity between coalition partners is casting shadow in administrative affairs

Jammu, July 1: As already reported in our Saturday’s edition, Chief Minister Ghulam Nabi Azad is finding it difficult to make appointments of district police chiefs in the newly created districts –the hitch is that the coalition partner Peoples Democratic Party is not coming to terms to facilitate the cabinet decisions in a discipline of smooth administrative business.
It may be mentioned here that appointment of SSPs in the newly districts is not the only hitch which the troubles relations between the coalition partners have created. The cost of this sustained animosity goes well far beyond that.
The unrest between the coalition partners has been a visible reflection of the present government ever since Ghulam Nabi Azad took over as Chief Minister. However, since the middle of last year, differences and egoes have been telling badly on the general health of administration. The internal squabbling is not only halting but also derailing the process of administration.
In the newly created districts, so far the government has been able to make appointments of only Deputy Commissioners and a handful of other officers and officials. Those who are aware of the administrative system must know that there are atleast 24 different departments who have their district level officers at the district headquarters. Due to the internal squabbling of the coalition partners, the government has not been able to make appointment of these officers and this the system of administration has been put in jeopardy.
The government has been actively working on a privatisation of some powers projects and these projects had to be cleared by the cabinet. This was even an agenda item during the last cabinet meeting but the differences between the coalition partners stalled this process as well.
While the Ministers of the PDP never leave an opportunity of picking up verbal duel with their Congress counterparts in the cabinet, the leaders of their party including party patron and former Chief Minister Mufti Mohammad Sayeed and president Mehbooba Mufti are now aggressively seeking to undermine the efforts and sincerity of the Congress leadership and particularly Prime Minister Manmohan Singh in resolving the Kashmir issue.
Even though the Congress leadership, at occasions has expressed magnanimity and offered more respect to Mufti Sayeed than Ghulam Nabi Azad but still the PDP leadership is out to establish that the real hero of the peace process is Atal Behari Vajpayee and not the Congress leadership. In their public speeches, the PDP leaders while reminding the Prime Minister of his promises regarding reduction of troops in the State Mufti says despite various pronouncements from time to time, the J&K-specific reconciliation and confidence building process, however, seems to be fast loosing its sheen raising serious doubts in the public domain over its credibility.
As they have given to understand at every occasion that they are not comfortable with the Congress party, its central leadership, the state cadre and more particularly the Chief Minister Ghulam Nabi Azad, the wisdom for the PDP suggests that they should pull out of the government immediately. But unfortunately they have adopted the policy of “eating the cake and having it too” thus putting the people of Jammu and Kashmir to inconvenience.
