| Social Welfare Department doing nothing for physically challenged souls | | | Robin Koul Early Times Jammu Red Cross Home for Handicapped at Udhaywala a society sponsored by Jammu Regional Committee of Red Cross has shortage of funds.The aim of the society, run by the NGO is to impart education, teaching therapeutic crafts and to extend medical aid to them, irrespective of caste, creed, religion and nationality. In order to take care of needs and comforts of challenged children the lack of funds is due to their stringent supply by State Government. Management is feeling difficulty in nourishing these children. The foundation stone of this home was laid by Begum Sheikh Mohd. Abdullah on May 2,1975 and it was inaugurated by the then Prime Minister of India, Smt. Indira Gandhi on 28 March,1976. This home provides education, medical aid, residence and transport facilities to 50 physically challenged children. This home accommodates children from J&K as well as outside the state. While talking to “Early Times” Sushma Sharma, Manager of Home said, “There is scarcity of funds for proper care of these children. We have to go from home to home to collect money, clothes, ration, books, stationary and other needs of handicapped children. There is six hours power cut daily which creates further problem for the innocent children. There is only one inverter and it can’t take the load of whole building including the classroom of primary children. In the present age of information technology we want to inculcate computer education in handicapped children from their very childhood but due to insufficient funds we are not able to do this.” As per the report of Satish Sharma, Joint Secretary of this home, “the amount of Rs.12 lakh is the annual expenditure of the 50 handicapped children but we are getting only 4 lakh from the government. Further there is only one van for loading the children but it’s difficult to accommodate about 20 children in a single van who study in a different school. We don’t have money even to buy a generator so that children of primary class do not feel difficulty of power cuts during class timing. Social Welfare Department is not providing us even a single penny.” The detail of Grant-n-aid sanctioned during year 2005-06 in favour of NGO’S by social Welfare Department is Rs.137785 to Kusht Ashram, Bhagwati Nagar, Rs.62195 to Home for aged and Infirm, Kathua, Rs.184470 to SOS children village Balgan Association, Channi, Rs.144300 to Ved Mandir Bal Niketan, Ambphalla, Jammu, Rs.166080 to Home for aged and Infirm, Ambphalla, said the sources from S.W. But nothing has been done for the Jammu Red Cross, Home for Handicapped situated at Udheywala, Bohri, as per the data above. While talking to “Early Times” Satish Nehru, Director Social Welfare said that “We will provide them with financial aid as per the guidelines. On the monthly basis we will do our duty: monthly visits as well as appraisals.” The matter of these Handicapped children was also put before Baroness Nicholson, Member of European Parliament, Vice Chairman of Committee on Foreign Affairs by the reporter of “Early Times” who had come for helping NGO’S. They noted the problem of this Home for Handicapped situated at UIdheywala.
