| One in chair better than two in office | | Two officers on one post paralyse DIC Rajouri | |
Jammu, July 4: One in hand is better than two in bush –is a popular adage to describe the optimum and secure resource or asset utilisation but in Rajouri district an important office, two officers being in the same chair have almost paralysed the working. Last month the state government made several dozen transfers and postings of some IAS and KAS officers. During the same period dozens of officers from the posts of tehsildars were promoted to the post of Assistant Commissioners. This necessitated a significant reshuffle on the top and middle rung of administration. However, interestingly, the transfers and postings were such hectic an exercise that at some places the authorities forgot to remove the incumbent officer before posting the new one. Now there is a tussle between the new officer and the existing for the chair, officer, vehicle, files and more importantly about authentication of the post. The District Industries Center, Rajouri, is these days gripped in this problem. Last the Assistant Commissioner (Revenue) Kewal Sharma was removed from his post and posted as General Manager District Industries Center in the same district. The said officer has two problems simultaneously: one that the post where he has been sent now –the General Manager District Industries Center is little less influential and less significant than the post he held –the Assistant Commission, even though both posts carry same grade. His other problem is that when government made his transfer as GM DIC, the authorities forgot to remove the existing officer Mr Anwar Shah. Though a place like Rajouri has little or industrial activity and thus no almost activity in District Industries Center, still visitors to the DIC office have interesting stories to tell. Out of nothing, both officers are grudging against each other but none of them is working. Some day both turn up to the office but refuse to touch the files as none of them is sure about who is the real DIC GM, while on other days both do not come at all one thinking that the other might have come. Even the subordinate staffs of the DIC are confused on who is to be taken as real boss. This is not the first time when government forgot to remove the existing officer before sending the new one. Two months back, when Deputy Commissioner were appointed to newly created districts such tussle erupted in Kishtwar. The Government sent Shahid Inayatullah as Deputy Commissioner Kishtwar but forgot to recall Mandeep Kour, the Sub Divisional Magistrate. Both officers having their headquarters at the same place created confusion and in the meanwhile some mischievous element removed the sign board from the office of the Sub Divisional Magistrate. The problem in Kishtwar was little more critical as the Deputy Commissioner, who is the chief boss in the district was a KAS officer and his subordinate officer the Sub Divisional Magistrate, Mandeep Kour, was an IAS officer. With no immediate resolution of the problem Mandeep Kour proceeded on leave. However, last month the government corrected the folly and appointed Mandeep Kour as Sub Divisional Magistrate RS Pura.
