| Citizens’ Forum for separate assemblies for three regions | | | Jammu, July 4- Expressing serious concern over growing mutual distrust, bickering and tension in all the three regions of the state, the Citizens Forum has demanded that a permanent solution to the problem should be found out. In a press statement issued here today R K Chadha, President Citizens Forum and a Senior PDP leader has said that while for last several decades the politicians and people of Jammu have been crying hoarse about raw deal being meted out to them, lately the Kashmiri politicians too have started lamenting about Kashmir valley being discriminated against at the cost of Jammu region. Since this is a very unhealthy development, some constitutional framework should be evolved to give a sense of belonging and feeling of equal partnership in the decision making and share in political power in the state, to all the regions, he added. Chadha has suggested that the State Constitution should be emended, to provide for separate sub assemblies and separate cabinets for Jammu, Kashmir and Ladakh and the laws exclusively concerning to a particular region should be enacted by the sub assembly of that region and implemented by its own cabinet. The matters concerning state as a whole should be the subject of state assembly and state cabinet. He has also demanded that there should be equal representation in the state assembly to Jammu region and Kashmir valley, while Ladakh should also get equitable share in the state assembly. He further sought that separate funds out of the state budget as well as from the central funding should be earmarked for the three regions and the expenditure of the same should be monitored by the respective cabinets. The allocation of funds should be in keeping with the revenue earned from the each district, he said regretting that while much more revenue is generated from Jammu region, the Kashmir valley is getting its lion's share. He demanded that investment on the tourism promotion sector in three regions should be in keeping with the earnings through the tourists coming in respective regions
