| Delay in resumption in dialogue may force moderates to fall in line with hardliners in Kashmir | | | Srinagar, July 10 ( Will the moderates among the Kashmiri separatists fall in line with the stand of the hardliners vis-à-vis the course that needed to be adopted for settling the Kashmir issue and the irrelevance of resuming the dialogue with Government of India? This question has assumed added significance following gradual change in the attitude of moderates as far as their willingness to resume dialogue with Prime Minister, Dr Manmohan Singh. Chairman All Party Hurriyat Conference, Molvi Umar Farooq, has recently stated that before “we are willing to resume dialogue with Delhi the Government of India should make it clear whether it is for settlement of the Kashmir issue through talks or through some military action.” The APHC sources said that the gradual change in the stance of the moderates was the result of “inordinate” delay on the part of the Prime Minister in inviting the moderates to another round of talks. A senior APHC leader posed a question” how long we have to wait for the Prime Minister to respond to our desire for the resumption of the dialogue?” He said the last meeting “we had with Dr Singh was in September 2005.”If the purpose of opening the dialogue channels with us was to find out a solution to the 60-year old issue we cannot keep on waiting when we had risked our lives by accepting to enter into dialogue with the Government.”he said. Inside reports said that since number of senior moderate separatists had suffered attacks and were under pressure from the hardliners for changing their style of functioning they had been left with no other alternative but to follow the path shown by the hardliners.Chief of Peoples’Conference,Sajjad Lone,was,at one time,accused of being soft towards Delhi when he had a separate meeting with the Prime Minister.He too has felt disillusioned when he was not invited to another round by the Prime Minister who had told him to produce a document on his ideas for settling the Kashmir issue.Mr Lone had brought out printed copies of a 300-page document and despite Prime Minister’s assurance that he would discuss it with Lone till date no invitation had been received by Mr Lone.The result was that Lone had started talking in terms of muslim Kashmir and discrimination of Kashmiris. These reports said that failure on the part of the Government of India in cultivating the moderates even those who used to be dubbed as Indian agents have started criticizing Delhi’s policy on Kashmir.Hashim Qureshi has begun harping on rape of Kashmiri women by security forces.Men like Babar Badr,who was the first militant commander to enter into dialogue with the Government of India,years back,is no less a disillusioned person as other moderates are.He openly criticized Delhi’s policy on Kashmir. Most of the moderates in the separatist camp blame Indian bureaucracy and intelligence agencies for “misguiding” Dr Manmohan singh.Dr Singh is described in the separatist camp as a nice politician who had shown interest in holding talks with them but his plan was being scuttled by bureaucrats and intelligence agencies.A senior APHC leader said “a day is not far off when the moderates will sing the song sung by the hardliners and if that happened the scope for involving separatists in the dialogue may be bleak
