Security forces asked to arrangements for accamodations

Jammu,July 12 Chief Minister,Ghulam Nabi Azad,has,while supporting the reallocation of troops from orchards,school colleges and hospital premises,has said that the security forces have been asked to make alternate arrangements for their accommodation so that these public places were vacated at the earliest.
Senior state Government and police functionaries expressed their surprise over Mr Azad’s statement because as per the rules the accommodation for Army and paramilitary forces had to be arranged by the state authorities. They said that if Government land or buildings were to be occupied by the troops or by the paramilitary forces the Revenue department or the Estates Department have to be taken into confidence. After the land has been identified the Army and the paramilitary forces have to sign the lease deed. In case of some private accommodation or land required for the security forces the lease deed has to be okayed by the Deputy commissioner of the area.
Two senior police officers said today that the Army can occupy private houses,land or the one belonging to the Government,without any prior permission,only during wartime or during the emergency.But in peace time,even if the troops have been deployed for counter insurgency operations,they can occupy private or Government property including land and orchards only with the permission of the state authorities and the land owners consent was required.
They said that whenever the troops are reallocated the Army authorities examine the feasibility of the site and give their nod accordingly. They said “we cannot tell troops to vacate the orchards and school premises in one go without making available alternate sites for them.” A senior Army officer said that “we do not know which area belongs to the Government and which one to the civilians. It is for the Government to identify the places and it is the duty of the security forces to develop those sites as per their requirement.
