Azad constitutes task forces to monitor infrastructure development

Srinagar, July 13 –
In a major decision, the State Government have constituted nine Special Task Forces (STF) to monitor implementation of schemes and projects in infrastructure development sector in Jammu and Kashmir.
This follows instructions of the Chief Minister Ghulam Nabi Azad to the administration to sort out bottlenecks in the implementation of infrastructure development schemes and projects at the operational level.
Azad, at a high level meeting on Wednesday, had approved the constitution of 9 STFs headed by senior officers at the level of Chief Secretary, Financial Commissioners and Principal Secretaries to closely and regularly monitor the progress of speedy implementation of the schemes and projects related with infrastructure development in the State. The meeting was attended by Chief Secretary, C. Phunsog, Financial Commissioner, Home, B. R. Kundal, Principal Secretary to Chief Minister, Anil Goswami and Principal Secretary, General Administration Department, Khurshid Ahmad Ganai.
According to a Government Order issued here, the Task Forces would identify the centrally sponsored and externally aided infrastructure development schemes and projects being implemented by various departments, review their current status, identify bottlenecks in the speedy implementation, suggest measures to remove these, quantify fresh monthly, quarterly, half yearly and yearly physical and financial targets, lay down benchmarks and monitor achievements and secure interdepartmental coordination.
The Task Forces in consultation with the Chief Secretary, would brief the state cabinet once in every two months and the concerned minister every month on the progress in implementation of respective schemes and projects.
Meanwhile, the Chief Minister has described the constitution of STFs as a significant step aimed at speeding up construction and time bound completion of various infrastructure developmental projects taken up by his government across the State. He said even as funds provided by the Centre were available in sufficient measure, the problem was their utilization in time. He said Task Forces would ensure that the projects were completed on schedule so as to provide the much needed facilities to people. He said infrastructure development in Jammu & Kashmir was the top priority of his government.
The Task Force for Agriculture Production Department is headed by Chief Secretary, C. Phunsog with Principal Secretary, Agriculture Production Department as Member Secretary and heads of line departments as members. Chief Secretary also heads the Task Force for PHE, Irrigation & Flood Control Department. Chief Engineers of PHE, I&FC are its members.
Financial Commissioner, Home, B. R. Kundal heads Task Forces on Housing and Urban Development Department and Economic Reconstruction Agency. Secretary, Housing and Urban Development Department and Chief Executive Officer, ERA are the Member Secretaries of the two Task Forces under F.C., Home.
Principal Secretary, Planning & Development Department, S. S. Kapur heads the Task Force on Power Development Department with Commissioner/Secretary, PDD as Member Secretary.
Director General, J&K IMPA, Madhav Lal heads the Task Force for Tourism with Secretary, Tourism as Member Secretary.
Principal Secretary to Chief Minister, Anil Goswami, Principal Secretary, ARI & Trainings, Sonali Kumar and Principal Secretary, GAD, Khurshid Ahmad Ganai head Task Forces for R&B Department, School Education and Higher & Technical Education Departments and Health & Medical Education Department, respectively. The respective administrative secretaries are the Member Secretaries of these Task Forces.
The Task Forces have been asked to convene their first meeting before 20th of July 2007.
