Jammu,July 15 Prime Minister,Manmohan Singh,on Sunday sympathised with the tribulations displaced families from the Kashmir valley have been undergoing since 1990,when militancy related violence in the area took roots. Laying the foundation stone of a Rs.700 crore satellite town project at Nagrota,10 kms east of Jammu,Manmohan Singh said "I understand the difficulties being faced by the displaced community of Kashmiri Pandits(Hindus).Though late I am committed to provide suitable rehabilitation for them." Prime Minister said "the Government is aware of their problems.It will try to provide them with better living conditions in Jammu."He said "we will make their stay in the two-room flats comfortable till the atmosphere became conducive for their return to their ancestral places in Kashmir." The project for which he laid the foundation envisages construction of 4200 flats.Besides this 1000 two-room flats were under construction at Muthi and Purkhoo migrant camps on the outskirts of Jammu city.Both these proects have been taken in hand under the Prime Minister's reconstruction programme. Since 1991 the Kashmiri Hindus have been living in one-room tenements. About 3.50 lakh Pandits(Hindus),including women and children,had fled the Kashmir valley in mid january 1990 when the area was rocked by gun and grenade attacks by the moslem insurgents campaigning for either incorporation of the Indian administered state with Pakistan or independence.More than 40,000 lives of civilians,including 400 Hindus were lost during the last 17 years. With the enforcement of ceasefire on the LOC and the start of peace process and India-Pakistan dialogue in 2003 the level of militancy related violence,according to the police,has gone down. And during the last four years the provincial Government,with the financial support from the Government of India,has initiated a plan under which two-room tenements were being built at three places,Sheikhpora inBudgam district of Kashmir,Khirbhawani,a religious townlet for Hindus and at Mattan(both in the valley).The idea behind this project was to rehabilitate Kashmiri Hindus in these clusters where adequate security cover would be provided. However,various Pandit organisations,including Panun Kashmir,have opposed the Government plan on the plea that it would not be safe for the Pandits to stay in these separate clusters. Dr Ajay Chrungoo Chairman Panun Kashmir said "shifting displaced families from Jammu to the three clusters in Kashmir will be moving to a concentration camp.Our freedom of movement will be restricted."He and others have demanded creation of a separate homeland for the Pandits within the valley.This demand has been rejected both by the provincial Government and Delhi. Earlier Prime Minister landed in Jammu technical airport,amid overcast sky,at 10.40 in the morning.Governor,S.K.Sinha,Chief Minister,Ghulam Nabi Azad,his mnisterial colleagues,senior functionaries of Army,Airforce and police welcome him.earing a smile on his face he shook hands with the VIPs at the airport and later flew in a chopper to Nagrotafrom there he again flew by the helicopter to the Jammu university. After the unviersity function,where he received the degree of doctorate of literature,he went to the Raj Bhawan where he interacted with the Governor,Chief Minister,Ministers,legislators and other top brass from the Army police during the lunch.Then afterwards he returned to Delhi
