Srinagar, July 15 - Welcoming the Prime Minister, Dr Manmohan Sing's statement that Jammu & Kashmir could become a symbol of Indo-Pak cooperation by changing the Line of Control (LoC) into line of peace, Peoples Democratic Party (PDP) Patron, Mufti Mohammad Sayeed today said the impact of the confidence building measures would largely depend on the political will to implement them, in both spirit and form.
Hailing the Prime Minister's assertion that the peace process with Pakistan will continue, despite difficulties, Sayeed said only through a sustainable dialogue process could, both the countries, build the necessary goodwill to tackle the most complex and contentious issues between them in the interest of the region's peace and prosperity. He said while both the countries have realized that the normalization process is irreversible, many challenges, including an amicable settlement of the Kashmir issue, still lie ahead. He said concrete steps need to be taken to galvanize the J&K-specific confidence building measures on either side of LoC, to speed up the peace process and reap its benefits.
Exuding confidence in the Prime Minister's genuine efforts of building peace and creating conditions for historic reconciliation in the region, Sayeed said the two countries must, with determination, jointly counter the threats that have the potential of derailing the normalization process. He said J&K-specific CBMs, including free flow of ideas, goods, services and the people across the LoC, as have been enumerated by Dr Singh, would not only win India and Pakistan the goodwill of Kashmiris in the areas under their control, but would also throw up new opportunities for the region's economic development.
Sayeed said as has been emphasized by the Prime Minister, it has been PDP's consistent opinion that the real political power in a democracy comes from the ballot box and not the barrel of the gun. "The people of Jammu & Kashmir have not only rejected the culture of violence, but have reiterated their full faith in the political institutions of the State and the country through their overwhelming participation in the democratic processes," he said and added that the people here have always responded positively to the initiatives aimed at improving the security situation and bringing stability to the State.
PDP, Sayeed said, has right from its inception advocated an end to violence and opted for process of dialogue and engagement for the peaceful resolution of the problems of Jammu & Kashmir. He said a defining moment has arrived for the resolution of the problem in a more meaningful way by adding substance to the dialogue process and addressing the specifics. "Speedy implementation of the recommendations of the four Working Groups and finalizing the report of the Fifth Working Group on the Center-State relations could be the most appropriate measure towards the resolution of the problem," he said.
Expressing confidence that the coming days would witness a positive and spirited movement towards the resolution of the problems of the State, Sayeed said the people of Jammu & Kashmir want peace and prosperity and a historic opportunity is round the corner to make it happen.
