| Khoda bags DGP's baton | | Gopal Sharma rehabilitated as Advisor to CM | | ET REPORTER Jammu, July 17: Surpassing atleast three of his senior officers, the smart cop Kuldeep Khoda has romped to the post of Director General of Jammu and Kashmir Police. Khoda was presently Additional Director General of Police incharge of Intelligence –a post which has been left vacant for the moment. A decision to this effect was taken in the meeting of state cabinet held in Srinagar under the chairmanship of Chief Minister Ghulam Nabi Azad, late this evening. In yet another significant decision, the Cabinet approved creation of two separate directorates of Industries for Jammu and Kashmir divisions. The incumbent DGP Gopal Sharma, in view of no available posting with the Center, has been rehabilitated as Security Advisor to the Chief Minister. "Azad has done to Gopal Sharma what Mufti did to the then Chief Secretary Dr SS Bloeria", said a retired bureaucrat while reacting to the decision. Bloeria, it may be recalled here, had three months to retire but the then Chief Minister Mufti Mohammad Sayeed made haste to appoint Vijay Bakaya as Chief Secretary. Therefore, Bloeria was made Advisor to the Chief Minister till his superannuation. Gopal Sharma was tipped to take over as Delhi Police Commissioner but the Union Home Ministry was reportedly reluctant to make any haste. Sharma, who took over as DGP in 2003 has so far been the longest serving chief of Jammu and Kashmir Police. Khoda, a 1974 batch IAS officer, has been made DGP by surpassing at least three officers including PS Gill. Therefore, to maintain the decorum of seniority, Gill too has been put in the rank of Director General of Police. He is, however, adjusted as Transport Commissioner. Meanwhile, in the bureaucracy, the cabinet approved promotion of two IAS officers from the rank of Commissioner Secretary to Principal Secretary. S. S. Sahni Principal Secretary has been promoted and designated as Financial Commissioner Agriculture Production Department. S. S. Kapur has also been promoted and designated as Financial Commissioner Planning and Development Department. Among other significant decisions, the cabinet approved enhancement of honorarium in respect of Nambardars from Rs. 81 to Rs. 501 and village Chowkidars from Rs. 225 to Rs. 500. The enhancement would be effective from April 1, 2004. Cabinet also approved enhancement of stipend in respect of interns of medical and dental colleges of Jammu and Srinagar from Rs. 2400 to Rs. 4800. Cabinet also approved creation of two separate Directorates of Industries for Jammu and Kashmir divisions and the policy for rationalization and regularization of private B.ed colleges. Cabinet also approved creation of eight Additional District Development Commissioners for new districts. Cabinet also approved upgradation of posts of Section Officers from the existing scale of 6500-10500 to 7450-11500. Cabinet also approved re-structuring of KAS. The number of duly posts has been increased from 318 to 406, likewise super time KAS posts in the grade of Rs. 18000-400-22400 have been increased from 5 to 10. The Cabinet also approved substantial increase in the number of posts in the special scale of Rs. 14300-18300 and Selection Grade of Rs. 12000-16500 in Kashmir Administrative Services.
