| CM sets deadline for restoration of public utilities in quake hit areas | | Directs concerned secretaries to visit affected places to prioritize works | |
Srinagar , July 18- As part of his reconstruction offensive in Jammu & Kashmir, Chief Minister Ghulam Nabi Azad today reviewed plan for restoration of public utilities and infrastructure damaged during the devastating earthquake of October 2005 and asked senior officers to prioritize schemes for permanent restoration within a fortnight. Chief Minister called a high level meeting this morning to take stock of the restoration of damaged facilities and plan utilization of funds provided by the central government to undo damages caused by the quake to the infrastructure. He asked for prioritization of schemes within a fortnight and starting permanent restoration work from August 1st. Chief Secretary, C. Phunsog, Financial Commissioner, Planning & Development, S. S. Kapur, Principal Secretary to Chief Minister, Anil Goswami, Principal Secretary, PHE, A. K. Angurana, Commissioner/ Secretary, Finance, B. B. Vyas, Commissioner/Secretary, Power Development Department, Basharat Ahmad, Secretary, R&B, Shailendra Kumar and Secretary to CM, Pawan Kotwal participated. The earthquake that struck the State on October 8 killed thousands of people across LoC, besides taking a heavy toll of infrastructure and public utility facilities. Pursuant to the efforts of the Chief Minister who visited the affected areas umpteen times and monitored relief and rehabilitation work, the State was able to receive substantial funds from the central government for rehabilitation of the affected people. Besides, Rs. 137 crore now sanctioned by the Centre for permanent restoration of the damaged public utilities, the total resources floated to J&K so far were to the tune of Rs. 769 crore. This includes Rs. 498 crore for restoration of partially and fully damaged residential houses and Rs. 134 crore for raising temporary shelter units and purchase of uniforms and school goods for students of the affected areas. Azad directed the administrative secretaries of health, education, PHE and R&B to visit, along with respective heads of departments, the worst affected areas of Uri, Tangdhar and Poonch later this week and make on the spot assessment and prioritize schemes for early permanent restoration. He told the officers to utilize in full the money provided by the central government for the purpose during the current financial year with no spillover. He said fortunately the weather conditions in all the three areas were better than the main Valley, allowing a longer working season. He issued instructions to fully restore the 2 MW power house in Karnah by November. The Rs. 137.12 crores approved allocation would be spent on permanent restoration of damaged schemes in sectors like PHE, education, power, health, R&B, rural development, police, agriculture, animal and sheep husbandry and CAPD. The major chunk of the money would be utilized in roads and buildings, PHE, health and education sectors.
