Crime Branch received a written complaint from Abdul Gafar Khan S/O Asadullah R/O Singoo Kakapora Pulwama alleging that Manzoor Ahmad Mir and Bilal Ahmad Khan have taken an amount of Rs. 70,000 appointed as constable in J&K Police Neither the appointment was managed nor the money was returned. However two cheques were provided which were not honored by the concerned bank for want of sufficient money and two orders were also provided which were late on proved to be fake. Crime Branch conducted a preliminary enquiry into the matter, which resulted in a registration of a case. Accordingly a case under FIR NO. 89/2005 P/S Crime Branch was registered in P/S Crime Branch Kashmir for in-depth investigation.
Investigation conducted into the matter revealed that above named two accused persons in furtherance to a criminal conspiracy, motivated the complainant to pay an amount Rs.70, 000/- for getting his son adjusted as constable in J&K Police. The duo managed to get an application on behalf of the beneficiary endorsed by advisor to the then Hon’ble Chief Minister during a public meeting where in recommendation for appointment was endorsed. Such endorsement is usually made by these officers during public meetings and cannot be taken as orders of appointment. This endorsed application was provided to the complaint against consideration of Rs. 70,000/-. The alleged suspects failed to provide appointment orders to the son of complainant. When the complainant asked for return of money the alleged suspects issued two cheques. Which bounced due to insufficient money available in the account of accused person. On the basis of investigations conducted and evidence available investigation of the case was closed as challaned against accused persons namely Manzoor Ahmad mir S/O Gh.Qadir Mir R/O Badubagh Khanyar A/P Hamdania Colony Benina Srinagar and Bilal Ahmad Khan S/O Late Gh. Nabi Khan R/O Shaheed gunj Srinagar and the challan of the case was produced before the Hon’ble Judge of small causes Srinagar for judicial determination.
