| Azad dismisses opposition allegation of no action on HR violations | | Quotes figures to show guilty were punished, instances drastically reduced | | Srinagar, July 20 - Dismissing the opposition allegation that his government was not serious about stopping human rights violations, Chief Minister Ghulam Nabi Azad today extensively quoted figures in the Legislative Assembly to prove that stern action was taken against guilty security personnel and number of incidents of HR violations drastically reduced. Winding up the debate on an adjournment motion moved by National Conference in the House, Azad urged political parties not to politicize every issue. He said his government had made it clear that violation of human rights would not be tolerated and the guilty not spared. About the alleged custodial killing in Rajouri, Chief Minister said magisterial enquiry was ordered and post mortem conducted and it was established that the boy had died due to cardiac arrest not police torture. Chief Minister said in view of the serious cognizance and stern action taken by his government, no case of custodial disappearance had been reported from anywhere in the State for the last seven months. He said no case had been registered in any police station about forced disappearance since January this year. Referring to some recent incidents in the Valley, Azad said the death of a woman at Kupwara on June 28th was an unfortunate incident. However, he said the woman got killed in cross fire when police, on specific information, was chasing a Sumo carrying three fidayeen including two from Pakistan. He said if police had not taken action in time, the militants would have played havoc with human lives. He also referred to the incident that took place at Kangan on July 5th and said the woman from Safapore herself gave a statement before the police that she had come to Kangan of her own will and was not forced by anybody. Azad also referred to the incident in which a youth was killed in old city of Srinagar on July 6th. He expressed deep shock over the death of the boy but denied that he had been killed by a bullet. He said police did not fire any bullet. The youth, he said, was killed when a tear gas shell hit him. He recalled the incident and said that at Nowhatta a mob was engaged in heavy stone pelting in which Moulvi Umar Farooq was also caught. His bodyguard fired in the air to disperse the mob. He asked if the Mirwaiz could also be a victim of the mob frenzy the seriousness of the situation could be easily understood. Azad gave figures to dismiss the opposition claim that thousands of people were languishing in jails and said only 272 were detained under PSA. He also refuted the allegation that no meeting was taking place between state and central governments for release of detenues. Chief Minister said while human rights violations by security forces deserve severe condemnation, such criminal acts committed by others in the society should also be denunciated. He quoted figures to show that out of the total cases of 250 rapes a year in J&K, only 4 were committed by security forces. Same figure, he said, was true about the cases of 950 molestations a year in the state. He said he would like political parties to stage protest against culprits in these cases also. He also called for condemnation by political parties of frequent hartal calls, saying it caused great inconvenience to general public and amounted to human rights violation. Azad commended the people of the State for improvement in the situation.
