NC enacts Bihar, as PDP nominee becomes LC chairman

Jammu, July 20: It was a free for all situations and the state Legislative Council looked like the Uttar Pradesh or Bihar assembly as the Peoples Democratic Party's Ghulam Nabi Lone Hanjoora was elected as chairman of the Jammu and Kashmir Legislative Assembly.
Sure of the their defeat in the election to the post of Chairman of the Legislative Council due to their poor strength, the National Conference members created a ruckus in the Legislative Council shortly ahead of the scheduled election. The NC members raised the issue of Human Rights violations and tore apart the copies of constitution and other books laying on the Chairman's table. Amidst pandemonium they walked out of the House.
The National Conference had pitted its MLC Sakeena Ittoo against Hanjoora but the party backed off from elections. With no justifying reasons, the National Conference boycotted the elections leaving a free field for the members of the Peoples Democratic Party and the Congress.
Chief Minister Ghulam Nabi Azad today felicitated Ghulam Nabi Lone on his election as Chairman, Legislative Council.
Azad described Lone's election as a victory for democratic traditions in Jammu & Kashmir. He said the overwhelming vote in favour Mr. Lone was an indication of his popularity with the members of the House and hoped that he would conduct the proceedings of the Council in the highest legislative practices.
One MLC each from PDP and Congress –Bilal Lodhi and Ashok Sharma respectively –proposed the name of Hanjoora and similarly one members each from both parties –Ved Mahajan and Ali Mohammad Sofi seconded its candidature. The NC MLC Mohammad Rashid Qureshi moved the name of Sakina Ittoo but the party members left the House when motions were put to vote.
The acting Chairman P Namgyal then put to vote the motion moved by Ashok Kumar Sharma and Bilal Ahmad Lodhi proposing Mr. Ghulam Nabi Lone to be chosen as Chairman of Legislative Council. The twenty two members present in the House unanimously voiced in favour of Mr. Lone. However, P. Namgyal asked the members to stand up if they were in favour of Mr. Lone. All the 22 members stoop up. He then asked the members present in the House to stand up if any of them was not in favour of motion, no member stoop up. Thus the Lone was declared elected by 22 votes against zero.
Earlier, P. Namgyal gave three minutes time to the opposition members to return to the House before he put the motion to vote, saying that the division has taken place as such three minutes time is being given to the opposition members to return to the House, however, no opposition member return.
