All is not well within the administrative structure in the 21-year old Sri Mata Vaishnov Devi Shrine Board as far as the treatment being meted out to its employees.
While listing some of the omissions and commissions in the Shrine Board a number of employees, posted between Katra and the Bhawan, keep on grumbling over the way one official, appointed on contract basis, was after a couple of years, promoted two steps higher than those who were regular officials in the Board.” Relying on pick and choose method the official appointed on contact was drawing about Rs.5600 per month and besides regularizing his services the official was given a basic salary of Rs.9200 per month,” said a couple of officials. One official said that under rules of the Board the post had to be first advertised and the official appointed on contract had to appear in the interview and he could have been elevated to the higher post and his services regularized only if he had qualified in the test and the interview. This procedure was thrown to winds.
They said that over 12 officials have been superseded. One official was Assistant manager in the Dharmarth Trust when it was taken over by the Shrine Board in 1986.After some years he was promoted to the rank of Deputy Manager whereas those working under him,including a couple of Class IV employees,in the Dharmarth Trust have received double promotions.
Another instance of maladministration: several senior officials,after retirement in the Government services,have been rehabilitated in the Shrine Board.These officials have been given higher ranks and pay than those already in service in the Board for the last over 12 years.While referring to it some employees said that the Board has become a rehabilitation centre for favourite retired employees.
Employees said that services of about 20 of their colleagues had been terminated on one “filmsy” pretext or the other.They said that some senior officials were not given promotion due to them during the last seven years.Some of them had been due for two promotions but so far it has been denied.
The employees wanted to know that if public money handled by a religious body could be invested in shares ?They said it was an “irreligious act” and that too when on a number of occasions the Board had suffered losses owing to fall in share values.They also wanted to know why a particular procedure adopted by autonomous bodies regarding auditing was not adopted by the Shrine Board.In this connection they referred to the annual auditing by a company of Chartered Accounts and said that this company has been auditing the accounts since 1986 when under the established procedure the company has to be changed after every three years.
When contacted senior functionaries of the Shrine Board declined to comment saying that whatever step the management has taken was done in the interest of discipline and betterment of the Shrine Board.However, employees are of the firm opinion that unless the Board looks into the working of the Management which is in the hands of bureaucrats the working conditions for employees will not improve.They said that the Board members meet once a year and hence fail to screen the activities of the management
