| Cultural Academy recruitment procedure questioned | | | ET REPORTER Jammu, July 24: With a High Court stay on the appoint of Research Assistants in Dogri Wing, the working of the Jammu and Kashmir Academy of Art, Culture and Languages have yet again come under the scanner. The Academy has on many occasions postponed interviews at the last minute and declared the applicants ineligible who had earlier been shortlisted and invited for interviews. Even in those cases where candidates had been selected, the complaints of deviating from the procedure are galore. In the most recent incident, an applicant for the post of Research Assistant in Dogri challenged the selection procedure on the basis that the expert had no knowledge of the subject notified. Finding merit in the complaint, the High Court has stayed the appointments made by the Academy still final decision of this plea and meanwhile issued notice to the Secretary and the Government to explain the case. Neelam Kumar Verma, an applicant for the post of Research Assistant in Dogri says that she was eligible for the post as she is MA-M.Phill in Dogri and had submitted research papers published in the newspaper pertaining to a typical dogri words and the post of Research Assistant Dogri is editorial cadre post. She alleged that expert engaged by the Academy for the purpose of interviews and selection was from the field of prose and therefore did not qualify to examine the candidates for the post of editorial cadre. The editorial field, she alleged, pertains to Dictionary project of dogri and is this was not at all the field of said expert. The petitioner said that the field expertise by the said expert is totally different from the nature of post and reference. The petitioner prayed before the Court for quashing the recommendation of the selection committee, sanction as been accorded to the appointment of four private respondents and also seeking direction to the respondent to consider the petitioner against the post of research assistant Dogri. Justice Nirmal Singh of the Jammu and Kashmir High Court after hearing advocate DC Raina has stayed the proceedings in the case and sought a reply from the Academy and the Government. It may be mentioned here that similar posts of the Gojri section of the Academy are already under scanner. The applicants alleging discrepancy say that the interviews were cancelled at the last minute and they were declared as ineligible.
