| Work culture takes RD official aback | | | ET REPORTER Jammu, July 24: Chief Minister Ghulam Nabi Azad's fad with the work culture has enamoured the officers so much that the departments and offices are making their own rules to exhibit efficiency and perform more work in the same pay. The employees and officers of the directorate of Rural Development are taken aback by a new schedule which is applicable to them only. Though the head of the directorate might have made efforts to enhance efficiency of his staff, but the staff is not quite happy even as many of the employees are violating the directive. The Director Rural Development, Jammu, Manoj Dwivedi has issued a new work schedule for his directorate which has not gone quite well with the officials. As per the new directive, the Director has made working hours from 9 AM to 4 PM. This is against the normal schedule of 8AM to 1 PM or 2 PM as has been going in the other government offices during the summer months. It may be mentioned here that immediately after taking over as Chief Minister of Jammu and Kashmir in November 2005, Ghulam Nabi Azad had expressed surprise as why government staff in this state works for six hours while in rest of the country they work for seven to eight hours. Therefore, the Chief Minister had fixed the working schedule during winters as 9 AM to 5 PM –an eight hour schedule. However, this schedule was not followed strictly either by the government or its officials. The initial impression was that the new time schedule is applicable to the secretariat alone as the monitoring was done in other field offices. The second discrepancy with the schedule was that the buzz was made during the winters and there were no fresh directives for summers. Now when almost all offices in the summer zone are observing the conventional working hours, the new directive of the Director Rural Development has not gone well with his staff. "We are government servants will have to eventually go by the orders but normally it is the cabinet which fixes the schedule of working hours", said an annoyed official of the directorate of rural development who requested not to be named.
