| Misuse of lakhs of funds’ | | Nexus between DDE, librarian in JU | | Surinder Raina Jammu | July 27 The alleged nexus between the Director Distance Education (DDE) and in-charge librarian of Central Library of Jammu University has come to surface and repots about misusing of fee collected on the name of state level eligibility test running in several lakhs of rupees has been unearthed. The nexus between the duo has created an anarchy in the University of Jammu and the deserving ones are suffering due to this nexus. According to sources, DDE O.S. Sudan, who is retiring on superannuation this month, is holding the charge of Member Secretary of State Level Eligibility Test (SLET) also and receiving lakhs of rupees from University for selecting the papers. The amount incurred on this account goes unaccounted as it does not require bills or any audit. To accomplish this task to DDE has engaged in-charge Central Librarian, Prof Kuldeep Sharma and the amount spent on selecting the papers is shared by the duo. Not only this, the DDE has been usually sending the Incharge Librarian to Delhi and other Northern universities for selecting the papers of State Level Eligibility Test. The sources further revealed that Professor Kuldeep Sharma is taking classes of selected ones in the University during the working hours while the common students suffer. The reports further said that in order to gain pecuniary benefits the DDE has got his son Guneet Singh appointed in the Library Department as Assistant Director on contractual basis for a period of 89 days is working as Assistant Director on contractual basis. The said Guneet Singh, the sources said, hardly attends to his duties but is always marked present and paid regularly his salary. The insiders said that while Guneet Singh was marked absent from duty for several days the Incharge Librarian gave a categorical certificate about his presence and accordingly got his pay released. Not only this he has been asked not to mark the attendance and instead get regularly an attendance certificate regularly from the Incharge Librarian. The sources maintained that the nexus between the two is deep rooted and no action is being taken against them. The release of salary of an absent employee itself shows how both the DDE and the Incharge Librarian are close to each other and working against the interests of the students in general and university in particular. How daring is the DDE can be judged from the fact that he not managed the entry of his son into University on a contractual basis but also included in his name into the Local Fund Committee and Internet committee, whose tenure lasts for a year, whereas contractual employee’s tenure in the first instant is just 89 days Sources said though Vice Chancellor of University is much aware about the matter but has not taken any action against him. What is his intention, he know better, the sources felt. According to sources, Guneet had also applied for the post of Assistant Director earlier but was rejected and is continuing on contractual basis due to the influence of his father keeping all rules at bay. Several employees of the Central Library on conditions of anonymity said that due to the absence of the Incharge Librarian, the work in the Central Library has come to stand still so much so the salary of the class IV contractual employees has not been drawn as yet as the Incharge Librarian is reportedly out of station for the last fortnight in connection with the SLET papers. Sources revealed large scale bungling in selection of papers for state level eligibility test that calls for a probe by the Vigilance Organization to unravel the truth and action as warranted under rules taken against the culprits. The sources said that if this nexus is allowed to continue further it would take an alarming shape jeopardizing the interest of the common students. The sooner action is taken to rid the University from the present nexus the better it would be for the Institution as well as the student community, the sources maintained.
