| IAS, KAS, two sides of same coin-Renzu | | Stresses on removing disparity in retirement age | | Srinagar, July 30 Addressing day-long convention of KAS Offices Association at SKICC here today, the President of the Association Khawja Farooq Renzu has said that KAS officers “being sons and daughters of the soil”, were more to accelerate the pace of development in the state, adding that KAS service greatly contributed in the administrative and developmental fields also in past. He said that KAS Association was deeply grateful to the Chief Minister Mr. Ghulam Nabi Azad for restructuring the cadre adding “pyramid shape has been given to it by making reconfigurations in its structural level. We felicitate members of Establishment Committee particularly Chief Secretary and Principal Secretary GAD, for he same. However the pyramid will take its full shape only when further top level posts with higher grade are sanctioned in favour of KAS cadre”, Renzu said. “The KAS Association would like to keep in record that in J&K state IAS and KAS being two main Administrative Services are two sides of the same coin. It is a precious and efficient human material available to the government for any utilization in administrative and developmental sectors. However, we humbly pray that we should be treated equally and equal opportunities may be provided to all the offices of KAS cadre to reach to the top posts. The time vouschifs that officers to KAS cadre have never played shy or succumbed to shy fear while rendering their duties and serving the people of their state. The contribution of KAS officers received all round applause and appreciations at the highest forums even during early period of nineties when sense of desertion had polluted several institutions the KAS offices in all nook and corners of the state remained stead fast. We cannot imagine the state being run without participation of KAS officers who have always left behind, their distinguished marks where e3ver they were posted”, he said. He said that during last convention the then Chief Minister had announced constitution of three member cabinet sub-committee to address the demands of KAS fraternity however, the committee had not been constituted so far. “We are confident that the present government will have no hesitation in constitution of cabinet sub-committee”. He said “at present dual superannuation age structure is existing in J&K state. The officers of one premier service retire at the age of 60 while as officers and employees of other cadres retire at the age of 58. The association believes that uniform retirement age structure will be made applicable for all services functioning in the state including KPS”. “The Association would also like to point out that there is variation of nomnic nature of designations as per the basic grades. One set of the officers who have the same grade are being designated as commissioners while as offices of KAS cadre having the same grade are designated otherwise. We stress that uniform designations should be introduced as per basic pay scales”, he said. “The Association is conscious of our posterity and believes that revival of junior KAS cadre will prove beneficial for the administrative setup of the state in future. Accordingly we desire that process of induction in time scale may be made frequent and time bound”, Renzu added. “The Association emphasizes that one of the senior most members of fraternity may be included in the establishment committee and also one member may be included in vigilance commission”, he said. The Association would like to underscore the most important demand of all KAS officers that government may kindly avoid posting non cadre offices having no administrative background to the cadre posts, as its demoralizing effect on our cadre offices has been noted several times. Having sufficient member of efficient officers available in KAS cadre, government need not to pick officers from non cadre institutions rather it is appropriate time to send them back to their parent departments where their collogues also feel sense of discrimination on this account”, President of KAS Officers Association asserted.
