Academy held hostage to egos
Secretary, Additional Secretary run parallel governments

Srinagar, July 30: The Jammu and Kashmir Academy of Art, Cultural and Languages, popularly called as Cultural Academy and supposed to be the guardian of the cultural values and moral ethos is these days hostage to the egos of its top officials as things go awry downwards.
Sources said that the normal functioning of the academy and the calendar of activities is in a state of jeopardy as its top officers are locking horns with each other. The issues of discontent, it is learnt, are not about the purpose of academy but the self egos and intolerance with each other.
As this newspaper had last week reported a court stay on some appointments in Dogri section, those who had applied for the Gojri section allege that the interviews were put off at the last minute when every body had reached the venue to appear in the interview for final selection. In a signed statement, the applicants have said that they were shortlisted after following a properly laid down criteria and given a call for interview.
When they reached the Academy complex as the experts too had already reached, the Academy authorities reported that the interviews have been cancelled and a new criteria is being laid down.
Both important department which deal with the languages dominantly spoken in Jammu –Dogri and Gojri –have been allowed to suffer as in one case the interviews were cancelled for laying down the fresh criteria and in other case the selection process was so faulty that the High Court coming to the rescue of deserving applicants have put a stay on the selection process.
Those who had applied for the Gojari section, in a written statement to the EARLY TIMES alleged that the Academy wanted to adjust somebody specific therefore the appointment criteria was changed at the last minute.
Meanwhile, insiders say that a tussle of egos is going on between the Secretary and the Additional Secretary in Kashmir which is hampering the routine and efficient working of the Academy. "There is a parallel government running inside the academy", said a source.
When asked to elaborate, the source said, the orders issued by the Secretary are not accepted by the Additional Secretary while the decisions taken by the Additional Secretary are not allowed to be implemented by the Secretary. With a tussle going on between the duo, clearly defined lobbies have emerged within the Academy and the people responsible for promotion of culture and art are more busy in promoting their own lobbies within the organisation.
