Nine Ph.D scholars of Punjabi found short of mandatory attendance
Favouritism looming large over JU, senior Professor indulged

JAMMU, July 29:
A yet another case of favourtisim and nepotism done by a senior most teacher surfaced in University of Jammu (JU), as nine of the Ph.D candidates of Department of Punjabi were reported to be allowed to complete the process despite reasonable amount of shortage in mandatory attendance. Meanwhile, the act was timely noticed by the concerned authorities and the candidates were desisted from the preferential treatment. Otherwise, most of them would have been awarded the degrees during the recently held 12th convocation of JU, as per official sources.
Sources close to VC secretariat revealed that Vice Chancellor Prof Amitabh Mattoo received a letter from the HoD Punjabi highlighting therein the issue of shortage of attendance of Research Scholars pursuing Ph.D in Punjabi. Following the matter, Vice Chancellor Prof Amitabh Mattoo constituted a four member committee comprised of Dean Academic Affairs Prof B P S Sehgal, Dean Faculty of Arts Prof Neelam Saraf, Dean Faculty of Oriental Learning Prof Khursheed Hamra Siddiqui and Assistant Registrar (Evaluation Professional).
The committee after consideration of the entire records available resolved that all the nine Ph.D candidates will have to complete their attendance within the time frame ranging from six months to two years. According to sources, the previous HoD, Prof Devinder Singh allegedly had given undue favour to these nine candidates namely Anuradha, Bhupinder Singh, Navjot Hundal, Loveleen Kour, Rajvinder Singh, Savita Bakshi, Tejinder Kour, Rajni Saini and Amarjeet Singh on the capacity of HoD as well as supervisor.
As per the committee’s decision, Anuradha has to complete six more months to complete the mandatory attendance from the date of submission of her Ph.D thesis i.e. November 24, 2006, Bhupinder Singh has to complete two more years from the date of his Ph.D thesis submission i.e. January 25, 2007. Similarly, Navjot Hundal, Loveleen Kour, Rajvinder Singh, Rajni Saini and Amarjeet Singh also have to complete two more years’ w.r.t. the date of submission of their thesis and abstracts respectively. Meanwhile, Savita Bakshi was found ineligible as she had already completed seven years and needed re-registration as per statutes where as Tejinder Kour has to complete seven more months till the date she submitted her abstract.
It was also learnt through the reliable sources; most of these scholars belongs to neighbouring state Punjab and are serving there but despite of that they carried out Ph.D from JU. When contacted Prof B P S Sehgal, Dean Academic Affairs, he confirmed the report and told that the report of the committee has been forwarded to the concerned officials for further actions.
On contacting Devinder Singh whether he know all this he said that all this had happened when he was out of station ,he had no clue about it. He also said that he will give us the details but we have not got any response from his side till now.
Meanwhile, “Early Times” through reliable sources learnt that HoD Punjabi, Dr Updesh Kour was unhappy over the fact that no action has been initiated against the previous HoD Dr. Devinder Singh (Now retired but serving under extension) under whom the entire things happened. She has also threatened to quit the headship of the Department if the extension given to Singh would not be cancelled, sources added
