| Dissolve assembly: Harsh Dev | | Seeks governor’s rule in state | | Early Times Reporter Jammu Aug 3 Lashing out at state coalition government for failing to perform its constitutional duty MLA, Harsh Dev Singh in an interaction with media persons here today said that since the state government has totally failed to perform its duty it has no justification to remain in power. “Administration machinery has gone completely out of gear,” he alleged, and added that state governor being constitutional head should impose governor’s rule under section-92 of the state constitution. He said, in the state’s legislature history it was for the first time that budget was passed in the month of January, but till date funds have not been released, which has hampered development activities in the state. He said, under section 50 of J&K constitution holding of full session of Assembly within six months is obligatory, but holding two day session at Srinagar was a mockery. He further said, so for no Dogra certificate has been issued. With regard to teachers’ vacancies, Harshdev said, govt has failed to fill up them. He further sad, even Chief Minister has admitted that during the last 18 months only Rs 100 crores have spent an development works, out of total 5000 crore which shown incompetence of the collation government. On the other hand, he said, Ministers are exceeding their powers.
