| Next CS from Jammu | | | EARLY TIMES REPORTER Jammu, Aug 5: Sounding like the game of musical chairs, the top bureaucratic post of the state is all set to be conferred upon Jammu in next couple of months. Chief Secretary C Phunsog, who is due to retire by the end of September, is almost certain to be replaced by the Financial Commissioner, Home, BR Kundal –a Jammuite. The post is yet against moves to Jammu after a gap of around three years as the last incumbent from the region was Dr Sudhir Singh Billowria.
Ahead of his retirement, Phunsog is reportedly proceeding on a month long leave, it is reliably learnt. Therefore, the would be Chief Secretary BR Kundal may take the charge well before it is officially due or decided by the government.
It may be mentioned here that the best thing in the administrative management which the coalition government has done is the fact that the Chief Secretary has been a local officer ever since. With the change of guard from Mufti Mohammad Sayeed to Ghulam Nabi Azad this policy of the government did not change.
Immediately after taking over as Chief Minister, Mufti Sayeed relieved the then Chief Secretary IS Malhi from the charge who was then on a three month extension. Malhi was replaced by Dr Sudhir Singh Billowria. This indeed was an hour of pride for Jammu region when the son of the soil was made to handle the top most bureaucratic office of the state.
Around three months ahead of the retirement of Billowria, Vijay Bajaya was appointed as next Chief Secretary. Therefore, the rotation was from Jammu to Kashmir in a fair balance of representation and honour to the regional aspirations.
After expiry of an extended term of Bakaya as Chief Secretary, he was replaced by C Phonsog. This marked the rotation of post from Jammu to Kashmir and then to Ladakh. The government had bypassed atleast four top IAS officers in appointing Phunsog as Chief Secretary.
After retirement of Phunsog, the honour is again being awarded to Jammu with the likely appointment of BR Kundal as next Chief Secretary.
