| Create a 'Federation' for JK; suggests Tarigami | | | Srinagar/ August 7 Communist Party of India(M) state secretary and MLA Mohammad Yusuf Tarigami has suggested creation of a 'federal structure' for the Jammu and Kashmir state as a solution for the Kashmir issue.
CPI(M) state secretary MY Tarigami while talking to INS correspondent said that vested interests are at work to divide the state on communal pattern which could have devastating effect upon the future of million of people in the present surcharged atmosphere in the state. He said that diversity of state lends strength to it provided each unit(Jammu, Ladakh and Kashmir) is allowed to prosper and grow according to its own genius.
Tarigami said that this can be done by constituting Kashmir, Jammu and Ladakh as a true 'federation of regions', where each region is represented through an elected body, with its own executive, powers to take own decisions. The state would be a willing partner of the Union with all the residuary powers except those assigned to the Centre viz the defence, foreign affairs and communications. With similar arrangement prevailing in Pak administered Kashmir, the state would be its co-federal unit. Thus the state would at the same time be; a federation of regions; a federal unit of the union and a co-federal unit vis-a-vis the other part of Kashmir, he said adding that this solution is not the final and binding upon anybody but is under the process of evolution. Tarigami said that present turmoil in the state has brought death and destruction in the state and people want to come out of this turmoil. But one has to provide them a solution which is acceptable to all the three regions of the state.
